Esta dissertação de mestrado apresenta a situação atual das articulações dos serviços intersetoriais, no Brasil, referentes à Gestão de Risco de Desastre, no processo de prevenção, preparação, resposta e reconstrução junto à população afetada. Também visa apresentar as contribuições da Psicologia Social e da Saúde nesta área de atuação. Nas intervenções em desastre é necessário incluir a reflexão sobre a vulnerabilidade das populações e seus fatores culturais e sociais. O fenômeno desastre está vinculado à área de saúde e aos graves efeitos sociais e ambientais que gera. Os marcos regulatórios e os referenciais teóricos que fundamentam esta dissertação encontram-se na interface da Psicologia Social e da Saúde com a política pública relacionada à Gestão de Risco de Desastre. A metodologia utilizada é a abordagem da Epistemologia Qualitativa e quanto aos objetivos configura-se em uma pesquisa descritiva, pois relata os princípios teóricos, metodológicos e técnicos pertinentes ao fenômeno desastre. Esta pesquisa identifica as necessidades de atuação do psicólogo no contexto de desastre conforme protocolos nacionais e internacionais e apresenta o conceito de rede de atenção e articulação no contexto de desastre pautado pelo princípio de intersetorialidade e de responsabilidade compartilhada. Esta dissertação analisa os marcos regulatórios da política pública vinculada ao fenômeno desastre e aprofunda o referencial teórico sobre o tema, desenvolvendo a temática de Psicologia Social e da Saúde no contexto de desastre como um campo interdisciplinar com atuação compartilhada numa gestão em rede intersetorial.
Abstract
This dissertation presents the current situation of the joints of intersectoral services in Brazil related to Disaster Risk Management in the process of prevention, preparedness, response and reconstruction with the affected population. It also aims to present the contributions of Social Psychology and Health Psychology in this area of study. Interventions in disaster need to include the discussion about vulnerability of population and its cultural and social factors. The disaster phenomenon is linked to the health area and to the severe social and environmental effects it generates. Regulatory frameworks and theoretical frameworks that support this dissertation lie in the interface of Health Psychology and Social Psychology with the public policy related to Disaster Risk Management. The methodology used is the approach of Qualitative Epistemology and related to the objectives is a descriptive research that reports the principles theoretical, methodological and technical related to the phenomenon disaster. This research identifies the needs of psychological action and problems in the context of disaster according to national and international protocols and it shows the concept of joint attention and network in the context of disaster guided by the principle of shared responsibility and intersectoriality. This dissertation analyzes the regulatory frameworks of the public policy linked to the disaster phenomenon and it deepens the theoretical background on the topic of this research, developing the theme of Social Psychology and Health Psychology in the context of disaster as an interdisciplinary field with a shared performance on the intersectoral management.
