A população mundial depende de medicamentos e esperam que estes apresentem o efeito desejado. O fabricante é responsável pela qualidade dos medicamentos por ele fabricados, assegurando que sejam adequados aos fins a que se destinam, cumpram com os requisitos eselecidos em seu registro e não coloquem os pacientes em risco por apresentarem segurança, qualidade ou eficácia inadequada. A qualidade de um produto começa na aquisição dos seus insumos farmacêuticos, que devem apresentar, acima de tudo, qualidade. Através de um Programa de Qualificação de Fornecedor pode-se obter insumos farmacêuticos confiáveis quanto sua qualidade e sempre obter a cada fornecimento produtos com as mesmas características físico-químicas e microbiológicas, o que é extremamente importante para a realização de estudos obrigatórios para fabricação de medicamentos, como por exemplo, a validação dos processos farmacêuticos. O PQF é extremamente importante, dentre vários fatores estão a redução no índice de reanálises, redução no índice de devoluções, evitar a incidência de não conformidades, diminuir as reprovações e dependendo da qualificação a empresa pode trabalhar no sistema Just-in-time. Hoje em dia, indústrias que não investem em melhorias
contínuas permanecem fora da disputa acirrada que é o mercado globalizado.
Desta forma, é essencial que se tenha uma parceria sólida entre clientes e
fornecedores, pois uma aquisição bem-sucedida é um pré-requisito para a
qualidade do produto final. Para se iniciar um PQF deve-se primeiramente
identificar, selecionar, avaliar o desempenho do fornecedor, estimular o
desenvolvimento do fornecedor e então, qualificar ou certificar o fornecedor
utilizando uma ferramenta de avaliação da conformidade freqüentemente
utilizada para esta etapa do programa que é a auditoria. Desenvolver um PQF,
além de ser exigência, segundo a RDC nº 17 de 16 de abril de 2010, é uma
necessidade de mercado.
