Nesta pesquisa, a informação e a comunicação são vistas em sua interface com a saúde e com as políticas públicas. Essa visão irá permear a investigação sobre as relações possíveis entre a atuação do Conselho Nacional de Segurança Alimentar e Nutricional (Consea) – extinto em 2019 – e a reverberação desta na atuação da Organização não Governamental (ONG) Redes da Maré. Partindo da premissa de que a alimentação é um direito de todo cidadão brasileiro, estudar sobre um conselho que foi desfeito, mas que fomentava políticas públicas na área da alimentação, é importante para entender os efeitos dessa extinção na efetivação de tais políticas. Com essa perspectiva, o objetivo principal desta pesquisa é analisar o conteúdo presente nos relatórios anuais do Redes da Maré, entre os anos de 2017 e 2021, verificando as diferenças entre o período em que o Consea atuava e o que sucedeu a sua extinção. A pesquisa se apoiou em multimétodos, o primeiro diz respeito a análise de conteúdo, já o segundo, baseia-se na análise da construção daqueles discursos pelas pistas deixadas em sua materialidade, e é orientado por Ginzburg (1989), que trata de um método reconhecido como indiciário, no qual o contexto histórico e a construção social são de grande valia para a construção de uma análise mais crítica e aprofundada do conteúdo produzido. Percebe-se que houve uma maior incidência dos assuntos relacionados à saúde e ao direito à alimentação entre os anos de 2019 e 2021, mas relacionada com os problemas enfrentados neste território e com um contexto de emergência sanitária ancorado pela pandemia de Covid-19
Abstract
In this research, information and communication are seen in their interface with health and public policies. This vision will permeate the investigation into the possible relationships between the performance of the National Council for Food and Nutrition Security (Consea) – extinct in 2019 – and its reverberation in the performance of the non-governmental organization (NGO) Redes da Maré. Based on the premise that food is a right of every Brazilian citizen, studying a council that was dissolved, but which encouraged public policies in the area of food, is important to understand the effects of this extinction on the implementation of such policies. With this perspective, the main objective of this research is to analyze the content present in the annual reports of Redes da Maré, between the years 2017 and 2021, verifying the differences between the period in which Consea operated and what followed its extinction. The research was based on multi-methods, the first concerns content analysis, the second is based on the analysis of the construction of those discourses by the clues left in their materiality, and is guided by Ginzburg (1989), which deals with a method recognized as evidence, in which the historical context and social construction are of great value for the construction of a more critical and in-depth analysis of the content produced. It is noticed that there was a greater incidence of issues related to health and the right to food between the years 2019 and 2021, but related to the problems faced in this territory and with a context of health emergency anchored by the Covid-19 pandemic
