PRÁTICAS INTERSETORIAIS PARA PESSOAS EM SITUAÇÃO DE RUA NO CONTEXTO DA PANDEMIA DA COVID-19 NO DISTRITO FEDERAL: AVANÇOS E DESAFIOS

A pandemia da COVID-19 desafiou nações, comunidades, serviços e indivíduos na construção de estratégias para enfretamento de suas calamitosas consequências em contexto de profundas iniquidades. Dentre as populações mais afetadas pelos desdobramentos da pandemia estão as pessoas em situação de rua –PSR, que têm historicamente negados e negligenciados seus direitos de cidadania pelo estado e sociedade. Este estudo tem como objetivo analisar as práticas interinstitucionais para pessoas em situação de situaçãode rua no Distrito Federal (DF) no contexto da pandemia da COVID-19 sob a ótica da intersetorialidade. Trata-se de pesquisa qualitativa descritiva que através da sistematização de dados e informações sobre a principais ações para PSR durante a pandemia; análise aprofundada do documento Perfil da População em Situação de Rua no DF; e 15 entrevistas semiestruturadas com informantes-chave, buscou compreender os contornos da rede intersetorial para PSR no DF e seus principais desafios durante o período pandêmico. Os resultados evidenciaram que a rede intersetorial foi desafiada principalmente pelo agravamento de problemas já existentes. Apontaram ainda para o protagonismo do SUS e SUAS na execução de ações direcionada ao segmento populacional, bem como a intensificação das trocas durante a pandemia, com destaque para as parcerias estabelecidas com entidades da sociedade civil, movimento social, órgãos de proteção de direitos e Poder Judiciário e Fiocruz Brasília. Finalmente, o estudo apresenta uma descrição de boas práticas intersetoriais observadas no período que tem potencial para fortalecer a rede de proteção social e cuidado à PSR no período pós-pandemia

The COVID-19 pandemic has challenged nations, communities, services and individuals to build strategiesableto facethedire consequencesprodoucedin a context ofprofoundinequities. Among the populations most affected by therepercussions brought about bythe pandemic are the homeless -PSR, who have historically been denied and neglected their citizenship rights byboththe state and society. This study aims to analyze, from an intersectoral perspective, theinter-institutional practicesthat target thehomelesspopulationin the Federal District (DF). This is a descriptive qualitative research that, through the systematization of data and information on the main actionsaimed at thePSR during the pandemic,in-depth analysis of the document “Profile of the Homeless Population in the DF”and 15 semi-structured interviewscarried out withkey informants, sought to understand the contours of the intersectoral network for PSR in the DF andthemain challengesit facedduring the pandemic period. The results showed that the intersectoral network was challenged mainly by the aggravation ofproblems that already existed prior to the pandemic. They also pointed to the leading rolethat theSUS and SUASpolicies playin the execution of actions aimed atthispopulation, as well astothe intensification ofpartnerships formed duringthe pandemic, with emphasis onthoseestablished with civil society entities, social movements,organizations for theprotection of rights, theJudiciaryPowerand Fiocruz Brasilia. Finally, the studydescribes positiveintersectoral practices observedthroughoutperiodand whichhave the potential to strengthen the social protection network andprovision ofcare forthePSR in the post-pandemic period
