Resumen en portugues
O presente trabalho se insere na linha de pesquisa “Políticas Públicas, Planejamento e Gestão do Trabalho, da Educação e da Saúde” do Programa de Pós-graduação em Educação Profissional em Saúde (EPSJV/Fiocruz), à medida que busca compreender a configuração das políticas públicas sociais no contexto da sociedade capitalista. Tem por objetivo investigar o papel do psicólogo escolar e suas possíveis contribuições no processo de inclusão educacional de pessoas com deficiência. Nossa hipótese é que este profissional pode contribuir na concretização da perspectiva inclusiva, visto que constrói conhecimentos e estratégias em sua formação, tais como a mediação e a escuta, que podem favorecer a aprendizagem e a inclusão dos educandos junto à comunidade escolar. Do ponto de vista metodológico, foi realizada a revisão sistemática da literatura (CASTRO, 2001), efetivando-se um levantamento bibliográfico que propiciou a reflexão sobre o processo histórico da inclusão destes educandos, assim como sobre as políticas públicas destinadas à Educação Inclusiva. Em seguida, analisamos a formação e o papel do psicólogo escolar, sobretudo após a aprovação da Lei nº. 13.935/2019, que torna obrigatória a incorporação de profissionais da Psicologia no interior da escola. Com base no materialismo histórico-dialético (MARX E ENGELS, 2002; LIGUORI, 2017; DANTAS e PRONKO, 2018) buscamos nos apartar do "ideal da inclusão" para discutir as implicações políticas que marginalizam corpos com deficiência num Estado capitalista. Por fim, discutiu-se a forma que os recentes planos políticos de Educação impactaram também o ensino superior, sobretudo durante o governo de Jair Bolsonaro (2018-2022), afetando a formação de psicólogos escolares.

This work is part of the category of research “Public Policies, Planning and Management of Work, Education and Health” of the Graduate Program in Professional Education in Health (EPSJV/Fiocruz), as it seeks to understand the configuration of social public policies in the context of capitalist society. It aims to investigate the role of the school psychologist and their possible contributions in the process of educational inclusion of people with disabilities. Our hypothesis is that this professional can contribute to the achievement of the inclusive perspective, since they build knowledge and strategies in their training, such as mediation and listening, which can favor learning and the inclusion of students in the school community. From the methodological point of view, a systematic review of the literature was done (CASTRO, 2001), carrying out a bibliographic survey that led to reflection on the historical process of inclusion of these students, as well as on public policies aimed at Inclusive Education. Next, we analyzed the training and role of the school psychologist, especially after the approval of Law nº. 13.935/2019, which makes it mandatory to incorporate Psychology professionals within the school. Based on historical-dialectical materialism (MARX and ENGELS, 2002; LIGUORI, 2017; DANTAS and PRONKO, 2018) we seek to move away from the "ideal of inclusion" to discuss the political implications that marginalize bodies with disabilities in a capitalist state.Finally, it was discussed how the recent political plans for Education also impacted higher education, especially during the Jair Bolsonaro government (2018-2022), affecting the training of school psychologists.
