Resumen en portugues
Esta dissertação tem como objetivo compreender a relação do trabalho do agente
comunitário de saúde (ACS) com o Sistema de Informação da Atenção Básica (Siab). Em sua
dupla condição de morador da comunidade e profissional do Sistema Único de Saúde (SUS), o
agente aparece como um facilitador ou mediador na criação de vínculos na comunidade e entre
os seus membros e os profissionais e serviços de saúde, expressos em suas redes sociais. No
entanto, apesar do aspecto inovador e transformador do trabalho dos ACS, o que se observa é a
valorização institucional apenas da parte normativa destes trabalhadores expressa, no caso desse
estudo, nos sistemas de informação. Para refletir sobre esta questão, apresenta-se uma
contextualização histórica dos Sistemas de Informação em Saúde no Brasil, discutindo as
implicações do Siab, especificamente, sobre o trabalho dos ACS. A pesquisa foi realizada no
município do Rio de Janeiro, a partir de um estudo exploratório de cunho qualitativo no qual
foram realizadas entrevistas semi-estruturadas e aplicados questionários complementares com
agentes comunitários. A análise do material empírico permitiu compreender os dilemas presentes
no cotidiano dos agentes, na medida em que diversas tarefas e resultados lhes são cobrados,
enquanto a forma de avaliar o seu trabalho se volta quase unicamente para o preenchimento de
fichas e planilhas. A partir dos resultados encontrados, propõe-se pensar em alternativas que
qualifiquem cada vez mais a prática dos agentes comunitários na área da informação e da
comunicação em saúde.
Resumen en ingles
The purpose of this dissertation is to understand the relationship of the work of
community health worker (ACS) with the Information System of Basic Atention (SIAB). In his
dual status of resident of the community and professional of Health System (SUS), the agent
appears as a facilitator or mediator, creating links between the community and its members,
professionals, as well as the health services, expressed in their networks social. However, despite
the innovative and transformative aspect of the ACS’s work, only his normative tasks, expressed,
in our study, in dealing with the information systems, seem to be valued. To reflect on this issue,
we present an historical contextualization of Health Information Systems in Brazil, discussing the
implications of Siab specifically on the work of the ACS. The survey, an exploratory study of
qualitative nature, was conducted in the municipality of Rio de Janeiro, with semi-structured
interviews and complementary questionnaires applied to community agents. The empirical
analysis allows us to understand the dilemmas experimented in everyday life by the agents,
insofar as they are charged with so many tasks, but evaluated almost solely by their work on
filling in forms and worksheets. As a result, we propose alternatives to qualify even more the
practice of community workers in the area of information and health communication.
