O processo de globalização, o aumento do trânsito internacional de pessoas e
mercadorias e a mudança contínua da situação epidemiológica mundial trouxeram
um novo direcionamento para a vigilância sanitária, consolidado pelo Regulamento
Sanitário Internacional - RSI (2005). A Agência Nacional de Vigilância Sanitária, em
consonância com o previsto no RSI (2005) e através da Gerência Geral de Portos,
Aeroportos, Fronteiras e Recintos Alfandegados apresenta dentre as sua atribuições
a de “planejar, orientar e controlar as ações sanitárias de viajantes em seus
respectivos meios e vias de transporte aéreo, marítimo, fluvial, lacustre e terrestre do
país com a finalidade de estabelecer medidas para impedir a introdução de doenças
emergentes e reemergente.” (Art. 64-B, inciso III Portaria nº. 406, de 14 de outubro
de 2005), dentre outras. Nesse sentido, visando atender à proposta do RSI (2005),
torna-se necessário estabelecer processos de comunicação em saúde direcionados
aos viajantes objetivando orientá-los preventivamente quanto aos cuidados em
saúde e exigências sanitárias a serem adotadas em viagens internacionais e a
necessidade de porte dos Certificados Internacionais de Vacinação ou Profilaxia -
CIVP, emitidos como medida de controle sanitário determinada pela Organização
Mundial de Saúde para o controle de eventos em saúde de importância
internacional. Esses aspectos são descritos e problematizados, considerando-se a
complexidade de avaliar os serviços de saúde e definir processos de monitoramento
contínuo da qualidade de suas ações, visando implementar novos modelos de
gestão do risco, que efetivamente defendam a saúde e a vida dos usuário.
Considera-se também a complexidade do processo de comunicação, vislumbrando
apreciar o verdadeiro valor desse campo para o controle de risco, proteção e
promoção da saúde considerando-se a prática observada através de entrevistas
com trabalhadores dos Centros de Orientação ao Viajante da Anvisa localizados nos
aeroportos Internacionais de São Paulo e do Rio de Janeiro e dos Núcleos de
Medicina do viajante do estado de São Paulo e Rio de Janeiro. A monografia
oferece uma síntese das teorias de comunicação que sustentam o debate desse
tema, contrapostas a análise das entrevistas semi-elaboradas, verificando a
necessidade de construir e aprimorar a informação a ser trabalhada e repassada ao
viajante internacional.
Abstract
The process of globalization, the increase in the international transit of people and
goods and the continuous change of the epidemiological situation worldwide have
brought a new direction for health monitoring, consolidated by the International
Health Regulations - IHR (2005). The National Sanitary Surveillance Agency, in line
with the requirements of IHR (2005) and through the General Management of Ports,
Airports, Borders and Venue Alfandegados presents among their duties to & quot;
plan, guide and monitor the health activities of travellers in their means and routes of
air, sea, river, lake and land the country in order to establish measures to prevent the
introduction of emerging diseases and reemergente & quot; (Article 64-B, item III
Order No. 406 of October 14, 2005), among others. In that sense, seeking to meet
the proposed IHR (2005), it is necessary to establish procedures for communication
on health targeted to travelers aiming to guide them as to preventive health care and
health requirements to be adopted in international travel and the need to carry on
International Certificate of Vaccination or Prophylaxis - CIVP, issued as a measure to
control health determined by the World Health Organization to control events in the
health of international importance. These are described and problematized,
considering the complexity of evaluating health services and establish procedures for
continuous monitoring of the quality of their actions, to implement new models for risk
management, which effectively protect the health and life of the user. It is also the
complexity of the communication process, appreciate seeing the real value of this
field to control risk, protection and health promotion based on the practice observed
through interviews with employees of the Guidance Center located in the Traveler's
Anvisa International airports of São Paulo and Rio de Janeiro and the cores of
Medicine of the traveler's state of Sao Paulo and Rio de Janeiro. The monograph
offers a synthesis of theories of communication that support the discussion of this
issue, opposed the analysis of semi-prepared, noting the need to build and improve
the information to be processed and passed to the international traveler.
