Este estudo propõe uma avaliação formativa para medir o grau de sustentabilidade
das ações em HIV/aids desenvolvidas pelas Organizações Não-Governamentais (ONGs)
que executaram projetos financiados pelo Programa Nacional de DST e aids (PN), no
Estado de São Paulo, a partir da perspectiva de seus Stakeholders (usuários da avaliação).
Serviram de base para a construção deste estudo a abordagem da Avaliação
Focada na Utilização (AFU) de Patton (1997) e a avaliação visando à melhoria do
Programa de Scriven (1967).
Foram construídos conceitos estruturantes e orientadores que possibilitaram a
geração de dados e informações, na tentativa de compreender a relação do fenômeno
“sustentabilidade”, com suas condições e implicações. As três dimensões da
sustentabilidade: técnica, política e financeira, propostas por Armani (2001), foram
utilizadas como componentes do programa, dentro de uma perspectiva de trabalho em
rede. Trabalhou-se como dimensões da sustentabilidade as operações da problematização,
do enredamento, do recrutamento e da mobilização, tiradas do conceito de tradução,
proposto por Callon (1980), na teoria ator-rede. O modelo construído identificou pontos
fortes e fracos dos programas, na medida em que suas ações são influenciadas pela
instabilidade do trabalho em rede.
Após a construção do modelo teórico da avaliação, com suas etapas, foi realizado
levantamento junto às ONGs do Estado de São Paulo, pré-definidas pelos Stakeholders.
Na primeira análise das respostas, concluiu-se que o coletivo (trabalho em rede) das
ONGs pesquisadas têm ações sustentáveis em HIV/aids. Na segunda análise, a individual
das ONGs, concluiu-se que 45% delas têm ações em situação crítica de sustentabilidade.
Finalizando o estudo e identificada a utilidade dessas análises e as suas aplicabilidades
práticas, foram propostas recomendações para a construção de redes sustentáveis,
independentemente da constante transformação dos atores, considerando que a busca da
estabilidade dessas redes é a base para a criação de um ciclo da sustentabilidade das
ações realizadas pelas ONGs, no âmbito do HIV/aids.
Abstract
This study aims to conduct a formative evaluation to measure the sustainability
level of actions developed by NGO’s carrying out projects funded by the National
STD/AIDS Programme in the State of São Paulo from the perspective of its stakeholders.
The basic construct of the study was an evaluation focused on use - AFU of Patton (1997)
and evaluation aimed at improving the program by Scriven (1967).
Structuring concepts were constructed to enable data and information collection
in order to understand the phenomenon of "sustainability", with its conditions and
implications. The three dimensions of sustainability are: 1) technical;2) political, and
3)financial, as proposed by Armani (2001), and were used by the researcher as part of
the program, within a perspective of network. The researcher worked as dimensions of
sustainability, the operation of the problem, the entanglement, the recruitment and the
mobilization taken from the concept of translation as proposed by Callon (1980) in the
actor-network theory. The constructed model identified strengths and weaknesses of
programs to the point that their actions are influenced by the instability of networking.
After the construction of the theoretical model of evaluation (Program Logic
Model, Questionnaire, Relevance Matrix and Trial Matrix), research was conducted with
NGOs in the State of São Paulo, pre-defined by the Stakeholders. In the first analysis of
the responses, it was concluded that the collective (the networking) of the NGOs
surveyed have sustainable actions on HIV/AIDS. In the second analysis, considering
individual NGOs, it was concluded that 45% of them have a critical situation of
sustainability. Finally, recommendations were proposed to the construction of stable
networks, regardless of the constant transformation of actors, whereas the search for the
stability of these networks is the core for the creation of a cycle of sustainability of
actions developed by NGOs, in the area of HIV/AIDS.
