O estudo analisa a capacidade de as políticas públicas em saúde disputarem sentido na construção de mundo provocada pelos meios de comunicação e a necessidade de regulamentação estatal da publicidade infantil de alimentos. Estes anúncios influenciam as escolhas alimentares das crianças, formando um paladar habituado ao consumo de produtos ultraprocessados (e prejudiciais à saúde) desde a infância. Por meio de uma abordagem qualitativa, a pesquisa utilizou a análise de conteúdo de entrevistas com as gestoras da Coordenação-Geral de Alimentação e Nutrição do Ministério da Saúde do Brasil (CGAN/MS/MS) para compreender a execução da agenda de fortalecimento da regulamentação da publicidade de alimentos destinados ao público infantil, de 2010 a 2019. A partir dos desafios e das oportunidades relatados, propõe-se um plano de comunicação para ampliar o alcance do público dos estudos produzidos na CGAN/MS/MS para diversos segmentos da sociedade e gerar engajamento social ao cumprimento das leis existentes de proteção da infância. A influência da indústria de alimentos e da comunicação tem restringido o desenvolvimento de políticas públicas na área de alimentação no Brasil e o tema precisa de mais participação social.
Abstract
The study analyzes the ability of public health policies could create meaning in the construction of a world caused by the media, and alerts the need for state regulation of food marketing for children. Advertising influence children's food choices, forming a palate used to consuming ultra-processed products (and harmful to health) since childhood. Through a qualitative approach, the research used the content analysis of interviews with the managers of the General Coordination of Food and Nutrition of the Ministry of Health of Brazil (CGAN/MS/MS) to understand the execution of the agenda for strengthening the regulation of advertising of food for children, from 2010 to 2019. Based on the challenges and opportunities reported, a communication plan is proposed to expand the public reach of the studies produced in CGAN/MS/MS to different segments of society and to generate social engagement to demand compliance of the existing child protection laws. The influence of the food industry and communication has restricted the development of public policies in Brazil and that agenda needs more social participation.
