GESTÃO DE RISCOS EM LABORATÓRIOS DE CONTENÇÃO BIOLÓGICA: UM ABORDAGEM SISTÊMICA E ERGOLÓGICA

Abstract in Portuguese
O presente trabalho propõe as bases teóricas e metodológicas para a criação de um sistema integrado de gestão de riscos, discutindo a importância de sua implementação em laboratórios de contenção biológica para a saúde dos trabalhadores, sob uma perspectiva sistêmica e utilizando as contribuições da Ergologia. O laboratório de contenção biológica é o lócus onde ocorre o processo de pesquisa com microorganismos que podem acarretar patologias graves e potencialmente letais. Como todo ambiente construído, não é um objeto isolado e imutável, mas um “organismo vivo”, continuamente adaptado para atender a diversas mudanças em seu ciclo de vida: de uso, de gestores, de usuários, de tecnologias, dentre outros. Assim sendo, a gestão de riscos em tais ambientes requer uma visão holística e interdisciplinar, centrada na defesa da saúde humana, do meio ambiente e dos animais. Requer considerar que o trabalhador é quem melhor conhece os problemas existentes no processo de trabalho. Portanto, deve aliar o saber “operário” ou daqueles que realizam as atividades laborais ao saber técnico-científico, de natureza mais normativa. Desta forma, neste trabalho, o laboratório é considerado um sistema complexo, centrado no ser humano, cuja operação apresenta riscos e incertezas relativos à organização do trabalho, ao ambiente construído, à disponibilidade e conformidade de equipamentos e ao gerenciamento de materiais e resíduos. A biossegurança no laboratório é caracterizada pela interação destas variáveis com o ser humano.
Abstract
This work proposes theoretical and methodological bases to the creation of an integrated management risks system, discussing how their implementation in containment laboratory is important to the workers’ health, supported in a systemic approach and making use of Ergology contributions. The biological containment laboratory is the “locus” where occur the research process and, like every built environment, it isn't isolated and unchanged, but a living organism, continuously adapted in order to answer the divers change in your cycle of life, of use, of managers, users, technologies, etc. This way, the risks management in such environments requires a holistic view, centered in the defense of human health, environment and the animals. It demands consider that the worker is who better knows the existents problems at work process. Therefore, it is necessary to link the "worker knowledge" to the "technical knowledge". Then, It is considered that the laboratory is a complex system, centered in the human being, whose operation presents risks and uncertainties related to work organization, to the built environment, to the availability and agreement of equipments and the materials and to the waste management. The biosafety in laboratories is marked by the interaction of these variables with the human being.
