Resumen en portugues
Este estudo foi desenvolvido junto ao Conselho Distrital de Saúde (CDS) da AP3.1,
área do município do Rio de Janeiro que abrange a zona da Leopoldina e a Ilha do
Governador. Foi realizado durante os dois primeiros anos de funcionamento do Conselho
(1994/1995), usando como metodologia a observação participante e entrevistas com
conselheiros usuários e profissionais de saúde.
O trabalho realça a perspectiva dos conselheiros usuários na tematização dos
problemas de saúde levantados no Conselho. Como premissa, considera que o ponto de vista
dos usuários“ deve ser privilegiado na adoção de estratégias de comunicação dos conselhos de
saúde, buscando o agendamento dos meios de comunicação de massa para a ampliação da
esfera pública e da visibilidade social dos problemas de saúde.
Destacando o olhar dos conselheiros usuários, este trabalho tematiza alguns problemas
de saúde abordados pelo Conselho Distrital da AP3.I, considerando também a sua
significação epidemiológica. São eles: a institucionalização do conselho, a demanda
reprimida por assistência ao parto, a situação de violência, e a crise dos serviços hospitalares
de emergência.
No caso do CDS-AP3.I, a eleição de um usuário para presidente da sua primeira
gestão (94/95), favoreceu esta reflexão. No período estudado, o Conselho pôde tentar
instituir-se como espaço privilegiado de controle público em saúde, na perspectiva da
sociedade civil de caráter popular, abrindo a discussão com o poder público sobre a efetiva
abrangência do seu caráter deliberativo. Práticas de comunicação que ampliassem a
visibilidade social do Conselho estariam, assim, articuladas com o aprofundamento deste
caráter, enquadrando o propósito de “ousar cumprir a lei” na fronteira da real distribuição do
poder na gestão da saúde.
Resumen en ingles
This research was developed in the Health District Council of AP3.I, urban area of Rio
de Janeiro which is comprised of Leopoldina and Ilha do Governador regions. It covers the
first two years of that Council (1994/95) and applies the observation and interviews as
methodology tools.
The work enhances the users’ of public health services councillors’ point of view to
turn the health problems into public issues. It considers that this procedure is part of
communication strategies from the Council to set the media agenda referring to health. As a
metodological exercise, this work deals with some ïssues that were observed in the Council,
considering their epidemiology meaning, such as the crisis of emergency services, the
violence status in certain urban areas and the proccess of arranging the Council.
The election of a users’ of public health services as the Council’s president favoured
this proposition because it was possible to discuss about its real deciding character with the
public power. In such a situation, the communication praticces of the Council would be
neccessary to enlarge its social visibility.
