As Superintendências Estaduais do Ministério da Saúde (SEMS) passaram por uma nova reestruturação, em 2016, tendo sido delegadas como referências descentralizadas do Ministério da Saúde (MS) para colaborar no fortalecimento das ações técnicas e do apoio institucional junto aos estados, regiões de saúde e municípios no âmbito do Sistema Único de Saúde (SUS). Criou-se, há época, a Seção de Apoio Institucional e Articulação Federativa (SEINSF), sob a de prerrogativa de apoiar as Secretarias de Estado da Saúde (SES) e os Conselhos de Secretarias Municipais de Saúde (COSEMS) no âmbito da implementação, monitoramento e avaliação das políticas de saúde. Entretanto, não consistiu na primeira estratégia federal de apoio institucional, sendo importante compreender como se deu a mudança da SEMS de um escritório administrativo para um ator estratégico no cenário de governança regional. Este estudo de caso analisou a atuação da SEINSF do estado de Goiás entre os anos de 2016 e 2019, demonstrando que houve a criação de uma área e não de um método. O estabelecimento de um Plano de Ação pela área técnica de referência, para os 26 estados, além de homogeneizar a prática, deu um tom normativo para essa atuação e contradisse a perspectiva do Método da Roda, que apresenta diretrizes em torno da concepção de apoio institucional. Não obstante, a SEINSF-GO apresentou inserções no território, com gradual reconhecimento dos parceiros internos e externos à SEMS. Além disso, identificou-se intensa transformação nas normativas sobre a reestruturação num contexto de diversas mudanças políticas no Governo Federal.

The State Superintendencies of the Ministry of Health (SEMS) underwent a new restructuring in 2016, having been assigned as decentralized references of the Ministry of Health to collaborate in strengthening technical actions and institutional support with states, health regions and cities within the Unified Health System. The Institutional Support and Federative Articulation Section (SEINSF) was created at the time, under the prerogative of supporting the Health State Secretariats and the Councils of Municipal Health Secretaries in the implementation, monitoring and evaluation of health policies. However, it was not the first federal institutional support strategy and it is important to understand how SEMS moved from an administrative office to a strategic actor in the locoregional governance scenario. This case study analyzed the performance of SEINSF in the state of Goiás between 2016 and 2019, demonstrating that an area was created and not a method. The establishment of an Action Plan by the technical reference area, for the 26 states, besides homogenizing the practice, gave a normative tone to this action and contradicted the perspective of the Wheel Method, which presents guidelines around the conception of institutional support. Nevertheless, ISFAS-GO has entered the territory, with gradual recognition of SEMS\2019S internal and external partners. In addition, an intense transformation in restructuring regulations has been identified in the context of various political changes in the Federal Government.

Las Superintendencias Estatales del Ministerio de Salud (SEMS) fueron restructurados en 2016, convirtiendose en referencias descentralizadas del Ministerio de Salud para colaborar en el fortalecimiento de acciones técnicas y de apoyo institucional en conjunto con los estados, regiones de salud y municipios en el ámbito del Sistema Único de Salud. Fue creada en esa época la Sección de Apoyo Institucional y Articulación Federativa (SEINSF), bajo la prerrogativa de apoyar a las Secretarías Estatales de Salud y los Consejos de Secretarios Municipales de Salud en el ámbito de implementación, monitoreo y evaluación de políticas, programas y acciones de salud. Sin embargo, no fue la primera estrategia federal de apoyo institucional, siendo importante comprender cómo la SEMS pasó de ser una oficina administrativa a un actor estratégico en el escenario de gobernanza regional. Este estudio de caso analizó la actuación de la SEINSF del estado de Goiás entre 2016 y 2019, demostrando que se creó un área y no un método. El establecimiento de un Plan de Acción por el área técnica para los 26 estados, además de homogeneizar la práctica, dio una connotación normativa a esta acción y contradijo la perspectiva del Método de la Rueda, que presenta directrices en torno a la concepción del apoyo institucional. Sin embargo, la SEINSF-GO tiene inserciones en el territorio, con un reconocimiento gradual de los colaboradores internos y externos de la SEMS. Además, se identificó una intensa transformación en las regulaciones sobre la reestructuración en el contexto de varios cambios políticos en el Gobierno Federal.
