Abstract in Portuguese
O presente estudo aborda a greve dos trabalhadores terceirizados da saúde pública do município o Rio de Janeiro, realizada entre 2017 e 2018, em sua relação com as crises e as lutas contemporâneas da classe trabalhadora. Tomando como método o materialismo histórico dialético, explicitamos as condições materiais e históricas onde este fenômeno social particular se desenvolve. Destacamos as transformações na relação capital-trabalho que caracterizam o período de ascensão e crise do neoliberalismo entre o segundo terço do século XX e o momento presente (2020), e as formas de organização e luta da classe trabalhadora neste processo. Observamos, ainda, como o avanço neoliberal sobre a formulação e execução de políticas públicas incide particularmente sobre o Sistema Único de Saúde, tomando como caso de estudo a expansão da Atenção Primária à Saúde no Rio de Janeiro (2009-2016). A mobilização dos trabalhadores terceirizados é um processo em curso, que se inicia a partir de pautas econômicas de caráter corporativo, em que se faz presente a organização sindical por categoria profissional. O “Nenhum Serviço de Saúde a Menos”, coletivo fundado por estes trabalhadores em 2017, é uma importante estratégia dos grevistas para construção das pautas e lutas das diversas categorias que compõem os serviços de Atenção Primária e Atenção Psicossocial da rede municipal. Destacamos como desafios na realização desta greve a fragmentação dos trabalhadores no setor e a compreensão dos grevistas sobre os instrumentos e estratégias políticas de luta historicamente construídas pela classe trabalhadora.
Abstract
The present study addresses the strike of outsourced public health workers in the city of Rio de Janeiro, in its relation with the contemporary crises and struggles of the working class. Taking dialectical materialism as a method, we explain the material and historical conditions where this social phenomenon develops. We highlight the transformations in the capital-labor relationship that characterize the period of rise and crisis of neoliberalism between the second third of the 20th century and the present moment (2020), and the forms of organization and struggle of the working class in this process. We also observed how the neoliberal advance on the basis and the implementation of public policies affects particularly the brazilian Unified Health System, taking as case study the expansion of Primary Health Care in Rio de Janeiro (2009-2016). The mobilization of outsourced workers is an ongoing process, which begins with economic guidelines of a corporate nature, in which the union organization by professional category is present. The “Not One Health Service Less”, a social movement founded by these workers in 2017, is an important strategy for strikers to build unified agendas and struggles of diverse categories that compose the Primary Care and Psychosocial Care services of the municipal health network. We highlight as challenges in the execution of this strike the fragmentation of workers in the sector and the understanding of strikers about the instruments and political strategies of struggle historically constructed by the working class.
