Introdução: Os bons resultados da resposta brasileira ao HIV/
Aids têm sido consensualmente creditados à bem sucedida articulação
entre governos, sociedade civil e academia e à orientação
da saúde pública baseada nos Direitos Humanos. Nos últimos
anos, contudo, tem se observado fragilização da política nacional
e desses pilares, com redução de ações, piora dos indicadores
epidemiológicos e falta de incorporação de inovações tecnológicas.
Preocupados com esse quadro, pesquisadores e ativistas
brasileiros se uniram para analisar e reagir à situação. Concluíram
haver um conjunto de fatores que poderiam explicar os números
inaceitáveis da epidemia no país, entre os quais: posturas
governamentais de desvalorização dos espaços de participação;
erros no processo de descentralização de políticas e ações; vetos
e censuras a campanhas de prevenção para populações vulneráveis;
baixos investimentos na organização social; e crescente privatização
do SUS. Identificaram, assim, a necessidade de ações
integradas que permitam recompor a resposta intersetorial e fortalecer
a perspectiva dos direitos humanos no país. Métodos: A
iniciativa “Aids no Brasil: o que nos tira o sono?” foi criada em
maio de 2012, a partir de um manifesto com análises e denúncias
assinado por 380 cientistas, ativistas e organizações chave no
país. Um blog e uma página no facebook foram criados a fim de
divulgar o manifesto, disseminar informações e reforçar a mobilização
social. Reuniões com gestores federais foram realizadas
para debater fragilidades da resposta governamental. Resultados:
a) construção de um consenso sobre a fragilidade da atual resposta
brasileira à aids; b) fortalecimento da mobilização intersetorial
em ações para: construção de nova agenda para políticas
e ações a partir dos pontos levantados no Manifesto; reação a
censura e vetos de campanhas governamentais, assim como a
outras ameaças de violação dos direitos à saúde e à educação de
populações vulneráveis; e pressão por mais recursos para a resposta
à aids; c) reposicionamento da aids entre as prioridades da
agenda governamental. Considerações: A iniciativa contribuiu
para dar visibilidade à crise da resposta à aids no país e para reforçar a intersetorialidade e o referencial dos direitos humanos
como fundamentais para sua sustentabilidade. Com a continuidade
das ações espera-se que os avanços obtidos possam, efetivamente,
lograr a renovação da agenda de resposta à aids no Brasil.
Os principais desafios para tanto são falta de financiamento e a
escassez de recursos humanos.Tendo em vista que ameaças ao
referencial dos direitos humanos têm sido observadas não apenas
no campo da aids, mas em várias das políticas de saúde que
lidam com segmentos historicamente discriminados, a mobilização
social continuada, aliada à produção e à divulgação de informações
científicas que embasem as decisões políticas, devem
permanecer como estratégias fundamentais da iniciativa em prol
da proteção desses direitos.
