Abstract in Portuguese
Pretende-se discutir a regionalização da saúde no Brasil e apresentar propostas para a reorganização da gestão de sistemas regionais de saúde. Para tanto, parte-se de uma definição de Região-Território situado, que a considera um território complexo, no qual se articulam diferentes atores sociais, e não apenas o local onde se localizam serviços de distintos níveis de complexidade. Em seguida, apresentam-se alguns eixos que devem nortear a regionalização, destacando-se o papel das secretarias estaduais de saúde neste processo. Esta outra forma de gestão de sistemas regionalizados de atenção à saúde, elaborada a partir de estudos feitos em regiões de saúde, baseia-se menos na normatização e aposta mais na capacidade de os atores sociais organizarem a atenção à saúde a partir da construção de espaços de dialogo e de tomada de decisão conjunta.
Abstract
This article aims at discussing the regionalization of health in Brazil and to bring out proposals for reorganizing the management of regional health systems. We start using the definition of situated region-Territory, which considers it a complex territory where different social actors establish relationships, and not simply a place where services of different complexity levels are located. Some points are presented in order to improve the regionalization in Brazil, among which stands out the importance of the states in this process. Through studies made in Brazilian health regions, we concluded that the management of regional health systems must be based not only on rules and regulations, but also on the capacity of social actors to organize the attention to health in that territory through dialogue spaces and joint decisions.
