Abstract in Portuguese
O campo da saúde é um dos maiores incentivadores do movimento pelo acesso aberto. A Fundação Oswaldo Cruz (FIOCRUZ), implementa sua Política de Acesso Aberto ao Conhecimento Científico em 2014, nomeando o Repositório Institucional ARCA como seu principal instrumento de realização da política. Para este ambiente digital garantir a autenticidade, integridade e a acessibilidade em longo prazo da produção originária desta instituição, necessita-se provar a eficácia de salvaguardar todo este conteúdo. Esta pesquisa recorre a um estudo de caso através da pesquisa
bibliográfica e da análise de conteúdo para medir a confiabilidade do repositório em questão, segundo as recomendações para repositórios digitais confiáveis. Com base no modelo de referência Open Archival Information System (OAIS) e nos padrões de certificação Trustworthy repository audit & certification: criteria and checklist (TRAC), ISO 16363:2012 e CONARQ, que apresentam critérios relacionados a infraestrutura organizacional, gestão de objetos digitais e tecnologias, infraestrutura técnica e segurança, indica-se uma lista com critérios para avaliação de repositórios digitais confiáveis. O resultado deste estudo foi o diagnóstico do ARCA por meio da atribuição de grau de confiabilidade a cada quesito selecionado e apresentado no checklist. O repositório avaliado requer melhorias para que ele seja inteiramente confiável. Dessa forma, espera-se incentivar os gestores do ARCA a atualizar e a utilizar esta lista constantemente como um recurso de autoavaliação, com o intuito de entender suas capacidades, identificar seus pontos fracos e qualquer risco aos seus sistemas.
Abstract
The health field is one of the greatest supporters of the open access movement. The Oswaldo Cruz Foundation (FIOCRUZ), implements its Policy of Open Access to Scientific Knowledge in 2014, naming the Institutional Repository ARCA as its main instrument for implementing the policy. For this digital environment to guarantee the authenticity, integrity and long-term accessibility of the original production of this institution, it is necessary to prove the effectiveness of safeguarding all this content. This research uses a case study through bibliographic research and content analysis to measure the reliability of the repository in question, as recommended for reliable digital repositories. Based on the Open Archival Information System (OAIS) reference model and Trustworthy repository audit & certification: criteria and checklist (TRAC) certification standards, ISO 16363: 2012 and CONARQ, which present criteria related to organizational infrastructure, digital object management and technologies, technical infrastructure and security, a list with criteria for evaluation of reliable digital repositories is indicated. The result of this study was the diagnosis of the ARCA by means of the assignment of degree of reliability to each selected item and presented in the checklist. The repository evaluated requires improvements so that it is fully
trusted. In this way, it is hoped to encourage ARCA managers to update and use this list constantly as a self-assessment resource, in order to understand their capabilities, identify their weaknesses and any risks to their systems.
