Abstract in Portuguese
O objetivo desta dissertação consiste na análise de situações de relações de forças no Sistema Único de Saúde (SUS), para apreender o processo da luta de classes no seio do Estado Brasileiro. O ponto de partida dessa análise foi a Política Nacional de Educação Popular em Saúde, do SUS (PNEPS-SUS), tal como se apresenta e traz elementos para a compreensão das relações de forças presentes nas políticas de educação e de saúde. Identificamos como forças sociais o Movimento Social de Educação Popular em Saúde (MovEPS) e as Operadoras de Planos Privados de Assistência à Saúde. Consideramos que a conjuntura política brasileira, com o golpe parlamentar de 2016 e suas transformações sociais, políticas e econômicas, expressa as condições materiais e subjetivas de existência da luta de classes no SUS. O Materialismo Histórico-dialético foi o método selecionado para o estudo. A relevância dessa pesquisa se dá pela cena política brasileira na contemporaneidade, que diverge do período de institucionalização da PNEPS-SUS. Os procedimentos metodológicos consistem na revisão bibliográfica das publicações que abordam tal temática com o objetivo de apresentar uma análise concreta das relações de forças e suas transformações sociais no Brasil contemporâneo. Por meio da escolha teórico-metodológica feita, tornou-se possível perceber as estratégias das forças sociais envolvidas, tais como o lobby político, o financiamento de campanhas eleitorais, a construção de redes de integração e a organização da estrutura ideológica.
Abstract
The objective of this dissertation is the analysis of situations of relations of forces in the Unified Health System (SUS) to apprehend the process of class struggle within the Brazilian State. The starting point for this analysis was the National Policy on Popular Health Education (SUS) (PNEPS-SUS), presented and provided elements for understanding the relationship of forces present in education and health policies. We identified the social forces of the Popular Movement in Health (MovEPS) and the Operators of private health care plans. We consider that the Brazilian political conjuncture, with the 2016 parliamentary coup and its social, political and economic transformations, expresses the material and subjective conditions of existence of the class struggle in the SUS. Historical-dialectical Materialism was the method selected for the study. The relevance of this research is given by the Brazilian political scene in the contemporaneity that diverges from the institutionalization period of PNEPS-SUS. The methodological procedures consist in the bibliographical revision of the publications that approach this subject with the objective of presenting a concrete analysis of the relations of forces and their social transformations in contemporary Brazil. Through the theoretical-methodological choice made, it became possible to perceive the strategies of the social forces involved, such as political lobbying, election campaign financing, building integration networks, and organizing the ideological structure.
