Resumen en portugues
O presente trabalho teve como objetivo, o estudo da convergência da norma ISO/IEC 17025:2005 à norma ISO 9001:2008, e propor um modelo integrado para laboratórios de ensaios químicos, denominado M2ISO. Os requisitos das duas normas foram agrupados quanto à sua pertinência aos quadrantes do ciclo PDCA: Planejar, Fazer, Verificar e Agir, e sua convergência avaliada. Constatou-se que a ISO/IEC 17025:2005 atende plenamente a 61% dos itens de 2 dígitos da ISO 9001:2008, havendo lacunas importantes em seu sistema de gestão, ligadas aos princípios da Abordagem de Processos e Visão Sistêmica. Também foram identificadas oportunidades no processo de melhoria contínua da ISO/IEC 17025:2005, relacionadas à realização do produto, para o atendimento ao sistema da qualidade da ISO 9001:2008. O modelo M2ISO foi aplicado a um laboratório de ensaios químicos, e realizada a análise crítica. Ficou claro que o alicerce da ISO/IEC 17025:2005, em muito facilitou a implantação (estabelecimento documental) e implementação do M2ISO, necessitando no entanto, para o pleno atendimento aos requisitos de gestão, da melhor estruturação do planejamento da qualidade, com a identificação, mapeamento e monitoramento dos processos, assim como de objetivos operacionais, indicadores e metas. O sistema de gestão estabelecido através da implementação do M2ISO, levou a uma sistemática formal de análise crítica dos requerimentos dos produtos e clientes antes da aceitação do trabalho, a um planejamento analítico bem estruturado, e melhor entendimento dos processos do laboratório, garantindo o atendimento à qualidade e prazos. A implementação da análise crítica de finalização do processo de realização do produto, assim como o estabelecimento dos procedimentos de verificação e validação, demonstraram ser imprescindíveis para garantir o atendimento aos requisitos do cliente. A sistemática de apuração dos indicadores, o aumento da abrangência do procedimento de tratamento de não conformidades e oportunidades de melhoria, o envolvimento dos colaboradores nos planos de ação, e o estabelecimento dos programas do sistema de gestão da qualidade, ofereceram subsídios para um processo de melhoria contínua robusto, com a utilização do ciclo PDCA. A adoção do M2ISO, representa uma evolução na sistemática de gestão dos laboratórios, contribuindo para a sua eficácia e eficiência, criando uma estrutura básica para a implementação de novas revisões das normas ISO 9001 e ISO/IEC 17025, como a versão da ISO 9001, editada em setembro de 2015.

The aim of this study was to evaluate the convergence of the standard
ISO/IEC 17025:2005 to ISO 9001:2008, and propose an integrated modeling system for chemical testing laboratories, nominated as M2ISO. The requirements of both standards were grouped according to PDCA cycle: Plan; Do; Check and Act and their convergence assessed. The outcome was that ISO/IEC 17025:2005 fulfills 61% of the 2 digits items of ISO 9001:2008, and important gaps in its management system, related to Process Approach and Systemic Management were detected. Furthermore, there is room for improvement in the continuous improvement system of ISO/IEC 17025:2005 in product realization processes to comply to the quality management of ISO 9001:2008. The integrated modeling M2ISO was applied to a chemical testing laboratory, and its implementation evaluated. It was clear that, although the background of ISO/IEC 17025:2005 greatly facilitated the establishment
and implementation of M2ISO, the quality planning needed improvement, to include process mapping, performance indicators, operational objectives and targets, to comply to M2ISO management system. The implementation of M2ISO led to the establishment of a formal review of product and customer requirements before job acceptance, to a well structured planning of product realization and also to a better understanding of laboratory processes, assuring quality and lead time achievement. Also, the implementation of the monitoring and final review of product realization process, as well as the verification and validation procedures, showed to be the necessary basis to provide evidence of customer requirements fulfilling. The systematic evaluation of performance indicators, the increasing scope of the non conformities and improvement opportunities assessment procedure, the involvement of the collaborators in actions plans, and the establishment of the quality management system programs, led to a robust laboratory continuous improvement system, through PDCA cycle. The adoption of M2ISO represents an evolution in the management system of chemical testing laboratories, contributing to its efficacy and efficiency, building a basic platform for future implementation of new ISO 9001 and ISO/IEC 17025 revisions, like the ISO 9001 version, issued in September, 2015.
