No Brasil, o Programa Nacional de Imunização (PNI) do Ministério da Saúde (MS) define as vacinas do Calendário Nacional de Vacinação. O alto gasto do MS com suas importações é mitigado via Transferências de Tecnologia (TT) internacionais. Este é um processo complexo, cujo resultado é a nacionalização da produção da vacina, permitindo ao MS influenciar seus custos de aquisição. Cumprir estes compromissos constitue o principal objetivo de Bio-Manguinhos/Fiocruz (BM), que vem, ao longo dos anos, capacitando-se técnica e gerencialmente para aportar modernas tecnologias de vacinas pela via de TT. O trabalho realizado nesta dissertação foi dirigido para mapear os detalhes deste processo, identificar possíveis lacunas em seu gerenciamento e propor ações de melhorias. BM possui atualmente um guia interno, ainda não finalizado, para direcionar as principais ações de TT. Uma vez constatada a inexistência de um processo de TT modelado, a base da proposta foi construir esta modelagem, utilizando para isso o caso da vacina Rotavírus, cuja TT em está curso, da empresa GlaxoSmithKline Biologicals S.A. (GSK) para BM. Para melhor inserção do tema no cenário global, a revisão da literatura abarcou aspectos científicos e históricos do rotavírus e os impactos da inserção da imunização à sua infecção nos programas de saúde dos países. A abordagem para a modelagem incluiu uma revisão da literatura quanto aos elementos básicos que regem os modelos de TT na indústria farmacêutica, identificando as principais etapas da TT nas indústrias farmacêuticas, além dos dois principais Guias de TT que se adequam à área da Saúde: o guia da Organização Mundial de Saúde (OMS) e o guia da Sociedade Internacional de Engenharia Farmacêutica (ISPE). Durante o desenvolvimento do estudo, promoveu-se um confronto entre os principais elementos da TT, conforme estruturados nos guias e artigos com aqueles colocados em prática pela equipe liderada pelo gerente do projeto de TT em BM. O resultado demonstrou que, embora de forma não organizada, a maioria das ações, internacionalmente sugeridas para o sucesso de um processo de TT, constavam do contrato entre as partes e, por conseguinte, do planejamento institucional. Para a modelagem do processo total de TT, duas etapas prévias foram realizadas: (i) modelagem da escolha do parceiro, que permitiu estruturar e tornar visível a cadeia de tomadas de decisões que embasaram a seleção da GSK como doadora da tecnologia da vacina Rotavírus, permitindo sugerir a generalização dos resultados para outras vacinas virais que venham a ser negociadas via TT; e (ii) a modelagem do gerenciamento do projeto de TT, visando instrumentalizar os gerentes de projetos para familiarizarem-se com as práticas administrativas da gestão de projetos de vacinas virais. As modelagens efetuadas basearam-se no uso da versão 3.1 do software Bizagi Process Modeler. As modelagens realizadas, em seus aspectos gerais, foram sugeridas para inserção no guia provisório de BM para TT, como forma de atualizar seu conteúdo em direção à sua necessária consolidação

In Brazil, the National Immunization Program (PNI) of the Ministry of Health (MS) is
responsible for defining the vaccines of the National Vaccination Calendar. The MS
high spending on these imports is mitigated via International Technology Transfers
(TT). This is a complex process that ends up with the nationalization of the vaccine
production, allowing the MS to influence the acquisition costs. Fulfilling these
commitments is the main objectives of Bio-Manguinhos/Fiocruz (BM), which, over the
years, has been training itself technically and managerially to contribute modern
technologies of vaccines via TT. The study carried out in this dissertation aimed at
mapping the details of this process, identifying possible gaps in its management and
proposing improvement actions. BM currently has an internal guide, not yet finalized,
to orientate the main actions of TT. Once the absence of a modeled TT process was
verified, the basis of the proposal was to construct this model, using for this the case
of the Rotavirus vaccine, whose TT is in progress, from GlaxoSmithKline Biologicals
S.A. (GSK) to BM. For better inserting the theme in the global scenario, the literature
was reviewed to cover scientific and historical aspects of rotavirus and the impacts of
immunizing the population against its infection, in the countries' health programs. The
approach to modeling included a review of the literature on the basic elements that rule
TT models in the pharmaceutical industry, by identifying the main TT stages in the
pharmaceutical industries, besides the two main TT Guidelines that fit the area of
Health: the guide of the World Health Organization (WHO) and the guide of the
International Society of Pharmaceutical Engineering (ISPE). Along the study
development, a comparison was made between the main elements of TT, as structured
in the guides and articles with those put into practice by the team led by the project
manager of TT in BM. The result showed that, yet not standardized, most of the
actions, internationally suggested for the success of a TT process, were contractually
recorded between the counterparts as well as in the institutional planning. For the
modeling of the total TT process, two previous steps were performed: (i) modeling the
partner's choice, which allowed to structure and make visible the decision-making
chain that supported the selection of GSK as a donor of Rotavirus vaccine technology,
allowing moreover to suggest the generalization of the results for other viral vaccines
that would eventually be traded via TT; and (ii) the TT project management modeling,
which aimed at tooling the project managers to acquaint themselves with the project
management administrative practices applied to viral vaccines. All modeling was
based on the use of the Bizagi Process Modeler 3.1 software. The developed distinct
modeling were suggested for insertion in the provisional guide of BM for TT, as a way
to update its content toward a necessary consolidation.
