Este trabalho teve como objetivo analisar a integração entre as políticas nacionais de saúde e
assistência social frente às necessidades sociais do câncer infantojuvenil. De caráter eminentemente exploratório e qualitativo esta pesquisa utilizou-se de métodos quantitativos e qualitativos para processamento e análise de informações. As estratégias metodológicas adotadas envolveram revisão bibliográfica, análise documental e processamento de dados secundários. À
luz da abordagem teórica do institucionalismo histórico, recorreu-se ao legado institucional das
políticas de saúde e assistência social para compreender de que forma a trajetória prévia e as
normatizações dessas políticas afetaram a integração entre elas e influenciaram na prestação de
serviços na área do câncer infantojuvenil. Nesse sentido, empreendeu-se intensa revisão documental sobre as políticas de saúde e assistência social, visando identificar e compreender seus
arcabouços político institucionais e suas trajetórias no campo da oncologia pediátrica. Além
disso, buscou-se identificar os serviços ofertados pelas políticas de saúde e assistência social
através do mapeamento do número de hospitais habilitados em oncologia pediátrica e de Centros de Referência em Assistência Social. Concluiu-se que os limites para a integração entre as
políticas de saúde e assistência social frente às necessidades sociais do câncer infantojuvenil
são, principalmente, a falta de unidade no conceito de integralidade, a ausência de mecanismos
intersetoriais nos marcos regulatórios dessas políticas, a invisibilidade do câncer pediátrico na
política de controle de câncer, o predomínio de equipamentos privados na oferta de serviços de
saúde e socioassistenciais voltados às crianças e adolescentes com câncer e suas famílias e a
pactuação endógena dessas políticas na conformação de suas redes assistenciais. No tocante às
possibilidades podem-se elencar o ideário integrador da Seguridade Social, o caráter universal
e descentralizado de ambas as políticas, a intersetorialidade prevista na política de assistência
social entre o SUS e o SUAS além da capilarização dos equipamentos de saúde e da assistência
social.
Abstract
The objective of this study was to analyze the integration between national health policies and
social assistance in face of the social needs of child and adolescent cancer. Of eminently exploratory and qualitative character, this research was used of quantitative and qualitative methods for processing and analysis of the information. The adopted methodological strategies involved bibliographic revision, documentary analysis and processing of secondary data. In light
of the theoretical approach of historical institutionalism, we used the institutional le-gacy of
health and social assistance policies to understand how the previous trajectory and the norms
of these policies affected the integration between them and influenced the provision of services
in the area of cancer children. In this sense, we undertook an intense documentary review on
health and social assistance policies, aiming to identify and understand their institutional political frameworks and their trajectories in the field of pediatric oncology. In addition, we sought
to identify the services offered by health and social care policies by mapping the number of
hospitals qualified in pediatric oncology and Reference Centers in Social Assistance. It was
concluded that the limits for the integration between health policies and social assistance in face
of the social needs of childhood and child cancer are mainly the lack of unity in the concept of
integrality, the absence of intersectoral mechanisms in the regulatory frameworks of these policies, invisibility of pediatric cancer in cancer control policy, the predominance of private
equipment in the provision of health and social assistance services aimed at children and adolescents with cancer and their families and the endogenous agreement of these policies in the
conformation of their care networks. With regard to possibilities, it is possible to list the integrative Social Security ideology, the universal and decentralized nature of both policies, the
intersectoriality of social assistance policy between SUS and SUAS, as well as the capillarization of health equipment and social assistance.
