A Estratégia Saúde da Família (ESF) é prioritária na organização da Atenção Primária à
Saúde. Este estudo objetivou analisar as características do trabalho e da educação
desenvolvidas na ESF dos municípios de Pernambuco a partir das subdimensões propostas
para avaliação externa do PMAQ-AB. Realizou-se um estudo descritivo-exploratório, com
recorte transversal e abordagem quantitativa em Pernambuco no ano de 2014. Os dados
quantitativos foram coletados no banco de dados secundário do PMAQ-AB, referentes ao seu
segundo ciclo, com uma amostra de 1.834 trabalhadores de nível superior das equipes de
Saúde da Família e analisados através da estatística descritiva e inferencial. Constatou-se que
o PMAQ-AB apresenta aproximação e coerência com aspectos da precarização do trabalho e
valorização do trabalhador, uma concepção estreita de Educação Permanente em Saúde
(EPS), mas com potencialidades de análise sobre estas ações contemplarem as demandas e
necessidades das equipes e retratar a integração ensino-serviço como um padrão de qualidade.
O perfil dos trabalhadores de nível superior da ESF aponta aspectos comuns aos de outros
municípios brasileiros, porém com particularidades em relação aos estratos populacionais e
categorias profissionais. Prevalece a inserção no trabalho através de contratos temporários
(48,4%) e a indicação é a principal forma de ingresso dos trabalhadores na ESF (36,2%).
Apesar de 89,4% dos entrevistados referirem participar das ações de EPS ofertadas pela
gestão municipal, 36,7% responderam que estas ações “contemplam razoavelmente” ou
“contemplam pouco”. O cenário de precarização do trabalho e de fragmentação da educação
na ESF de Pernambuco apontam a necessidade de proposição de políticas públicas para a
área, que precisam considerar as situações comuns apresentadas nos municípios, em particular
nos de menor porte populacional.
Abstract
The Family Health Strategy (FHS) is a priority in the organization of Primary Health Care.
This study aimed to analyze the characteristics of work and training developed at the FHS of
the cities of Pernambuco from the subdimensions proposed for external evaluation of PMAQAB.
A descriptive-exploratory study was performed, with a cross-sectional cut and a
quantitative approach in Pernambuco in the year 2014. The quantitative data were collected
through the secondary database of the PMAQ-AB, referring to its second cycle, with a sample
from 1.834 graduate workers of the Family Health teams and analyzed through descriptive
and inferential statistics. It was verified that the PMAQ-AB presents an approximation and
coherence with aspects of the precariousness of work and valorization of the worker, a narrow
idea of Health Permanent Education (HPE), but with potentialities of analysis about these
actions to contemplate the demands and needs of the teams and portray the teaching-service
integration as a quality standard. The profile of the graduate workers of the FHS points
common aspects with another brazilian cities, yet particularities about the population strata
and professional categories. Prevails the insertion in the work through temporary contracts
(48,4%) and the appointment is the main way of entry of workers into the FHS (36,2%).
Although 89,4% of interviewees reported participating in actions of HPE offered by city
management, 36,7% answered that these actions “reasonably contemplate” or “contemplate a
bit”. The scene of precariousness of work and the fragmentation of training in the FHS of
Pernambuco point the need of proposition of public policies for the area, which need to
consider the common situations presented in the cities, especially those of smaller population.
