O objetivo deste estudo foi analisar a Política Nacional de Gestão Estratégica e Participativa
do SUS (ParticipaSUS) no Estado de Pernambuco. Buscou-se compreender o contexto do
surgimento, o processo de elaboração, implementação, monitoramento e avaliação, que atores
o influenciaram e o conteúdo propositivo da Política. O estudo foi qualitativo, com onze
entrevistas semi-estruturadas, utilizando matriz de condensação de significados e triangulação
metodológica. As exigências éticas foram seguidas. Os resultados trazem achados sobre o
contexto, conteúdo, atores e processo. Sobre o contexto destaca-se: a eleição presidencial de
Lula que tinha uma agenda política com foco na inclusão social, a qual compunha o Programa
de Aceleração do Crescimento, que no setor saúde recebeu o nome de Programa Mais Saúde,
tendo um de seus eixos a participação e o controle social. Vale salientar que a Política de
Saúde no governo Lula foi caracterizada com um misto de continuidade e mudança, com
medidas de caráter incremental no processo contínuo de implementação do SUS, onde a
ParticipaSUS se enquadra neste cenário. Quanto ao conteúdo, é marcado por mudanças em
sua estrutura, onde foram acrescentados outros eixos no incentivo financeiro destinado à
ParticipaSUS. Além da descentralização dos seus componentes, a política incluiu alguns eixos
prioritários como a promoção da equidade em saúde, a implementação e fortalecimento das
Comissões Intergestoras Regionais e do Sistema de Planejamento do SUS, e por último a
formalização do Contrato Organizativo da Ação Pública de Saúde. Quanto ao processo de
implementação ressalta o incentivo financeiro e técnico do Ministério da Saúde e a
governabilidade da equipe da Secretaria Estadual de Saúde para a descentralização das ações
da ParticipaSUS. A avaliação da política é imprescindível para a sua sustentabilidade diante
das mudanças nas prioridades de gestão.
Abstract
The objective of this study was to analyze the National Policy of Strategic and Participatory
Management of SUS (ParticipaSUS) in the State of Pernambuco. It was sought to understand
the context of the emergence, the process of elaboration, implementation, monitoring and
evaluation, which actors influenced it and the proposed content of the Program. The study
was qualitative, with eleven semi-structured interviews, using matrix of condensation of
meanings and methodological triangulation. Ethical requirements were followed. The results
bring findings about the context, content, actors and process. Regarding the context, the
following stand out: Lula's presidential election, which had a political agenda focused on
social inclusion, which comprised the Growth Acceleration Program, which in the health
sector was called More Health Program, one of its axes being the participation and social
control. It is worth mentioning that the Health Policy in the Lula government was
characterized by a mix of continuity and change, with incremental measures in the continuous
process of SUS implementation, where ParticipaSUS fits into this scenario. As for content, it
is marked by changes in its structure, where other axes have been added in the financial
incentive for ParticipaSUS. In addition to the decentralization of its components, the policy
included some priority axes such as the promotion of equity in health, the implementation and
strengthening of the Regional Inter-agency Commissions and the SUS Planning System, and
finally the formalization of the Public Health Action Organizational Contract The
implementation process underscores the financial and technical incentive of the Ministry of
Health and the governance of the staff of the State Health Department for the decentralization
of the shares of ParticipaSUS. The evaluation of the policy is essential for its sustainability in
the face of changes in management priorities.
