Os consórcios Intermunicipais de saúde (CIS) são uma prática antiga de co-gestão, porém surgiram no contexto do SUS no final da década de 80. O estado e os municípios se apropriam desse modelo organizacional a fim de otimizar a operacionalização de ações e serviços de saúde para a população. O estudo teve como objetivo caracterizar os consórcios intermunicipais de saúde (CIS), como um modelo organizacional de gestão atua na prestação de serviços de saúde no Estado de Pernambuco, no período de 2009 a 2012. Trata-se de uma pesquisa qualitativa, que teve como técnicas de estudo entrevistas e análises documental. O Estado de Pernambuco induziu a consolidação dos consórcios de saúde, na medida em que iniciou a discussão sobre a gestão consorciada, a partir de uma avaliação de experiências exitosas pelo Brasil, identificando vantagens e desvantagens, dificuldades e acertos do processo. Dos quatro consórcios existentes em Pernambuco, todos são de personalidade jurídica Direito Público, 84.7 por cento são formados por municípios de até 50.000hab. 83,3 por cento das Regiões de Saúde possuem consórcios, abrangendo 27,5 por cento da população. O CIS é um modelo organizacional que visa melhorar a capacidade dos municípios em regionalizar as ações de saúde, mas há necessidade de um maior conhecimento desse instrumento dentro da nova rede de serviços de saúde posta no Estado de Pernambuco.
Abstract
The Health Consortia (CIS) is an ancient practice of shared-management, but emerged in the context of the NHS in the late 80s. The state and municipalities take ownership of this organizational model in order to optimize the operational actions and health services for the population. The study aimed to characterize the health consortiums (CIS) as a model organizational management engaged in the provision of health services in the State of Pernambuco, in the period 2009-2012. This is a qualitative study, which was to study techniques interviews and documentary analysis. The State of Pernambuco induced consolidation of consortia of health, as it started the discussion on the management consortium, from an assessment of successful experiences in Brazil, identifying advantages and disadvantages, difficulties and successes of the process. Of the four existing consortia in Pernambuco, all are legal personality Public Law, 84.7% are made up of the municipalities of up to 50,000 inhabitants. 83.3% of health regions have consortia, covering 27.5% of the population. The CIS is an organizational model that aims to improve the capacity of municipalities to regionalize health actions, but there is need for a greater knowledge of the instrument within the new network of health posts in the State of Pernambuco.
