Abstract in Portuguese
A presente pesquisa analisa os desafios e as possibilidades de intersetorialidade existentes entre as políticas públicas de Educação, Saúde e Assistência Social no atendimento à pessoa com deficiência no município de Niterói/RJ, visto que se torna imprescindível compreender como se dá a articulação entre as políticas públicas para se que se efetive a inclusão no referido município. Em uma abordagem crítico-dialética, foi realizada uma análise do papel do Estado (regido sob o modo de produção capitalista), de sua estrutura na implementação das políticas públicas e de sua relação com a sociedade civil. Nossa metodologia de pesquisa consistiu em um estudo de abordagem qualitativa, por meio de pesquisa bibliográfica, documental, levantamento de dados e da realização de entrevistas semiestruturadas com diversos profissionais que atuam nas instâncias de coordenação e execução das políticas públicas de Educação, Saúde e Assistência social. O exercício de Análise de Discurso teve como referencial o próprio discurso do sujeito, considerando o seu contexto histórico. Através deste referencial foi possível organizar as categorias – Intersetorialidade, Descentralização e Relação Público/Privado – para a interpretação dos discursos produzidos. Os resultados da pesquisa apontam que as políticas públicas, bem como as práticas sociais, são impregnadas pelas construções cotidianas nas quais as instituições públicas e privadas contribuem, de modos particulares, tanto na reprodução dos valores hegemônicos quanto na produção da contra-hegemonia. Dessa forma, emergem as contradições existentes nas fronteiras do público e do privado, diante de um contexto neoliberal, frente à construção dos novos espaços públicos que surgem a partir da diversidade de ações e formas de organização e manifestação de interesses de classes. Assim, ao reduzir os gastos na área social, o Estado passa a transferir suas responsabilidades a setores da sociedade civil no enfretamento à questão social, contribuindo, desta forma, para o desmonte dos direitos sociais, tão duramente conquistados no Brasil.
Abstract
This research analyzes the challenges and possibilities of intersectoriality between the public politics of Education, Health and Social Assistance in the care of people with disabilities in the city of Niterói / RJ, since it is essential to understand how the articulation between politics the inclusion in that municipality. In a critical-dialectical approach, an analysis was made of the role of the state (governed under the capitalist mode of production), its structure in the implementation of public politics and its relationship with civil society. Our research methodology consisted of a qualitative study, through bibliographical, documentary, data collection and semi-structured interviews with several professionals who work in the coordination and execution of public politics of Education, Health and Social Assistance . The Discourse Analysis exercise had as reference the subject's own discourse, considering its historical context. Through this reference it was possible to organize the categories - Intersectoriality, Decentralization and Public / Private Relation - for the interpretation of the discourses produced. The results of the research point out that public politics and social practices are impregnated by the daily constructions in which public and private institutions contribute, in particular ways, both in the reproduction of hegemonic values and in the production of counter-hegemony. In this way, the contradictions that exist at the public and private frontiers emerge in the face of a neoliberal context, facing the construction of new public spaces that arise from the diversity of actions and forms of organization and manifestation of class interests. Thus, by reducing expenditures in the social area, the state now transfers its responsibilities to sectors of civil society in addressing the social question, thus contributing to the dismantling of social rights, so hard won in Brazil.
