A questão do financiamento é uma variável importante no desenvolvimento das políticas públicas. Para que se desenvolvam ações e serviços de saúde é primordial que o financiamento destes esteja bem estruturado e fixado, garantindo assim, sua execução adequada e, principalmente, para que se obtenham resultados positivos. Considerando a importância do financiamento, o trabalho em pauta teve por objetivo avaliar o repasse financeiro para ações de saúde de acordo com a Emenda Constitucional 29 em três municípios do interior do Estado de Pernambuco - Brejo da Madre de Deus, Lagoa dos Gatos e Riacho das Almas - nos anos de 2000, 2003 e 2006. A metodologia utilizada teve por base a revisão bibliográfica do tema com uma retrospectiva de como se comportava a questão do financiamento do setor saúde antes e depois do advento do SUS, e principalmente quais as mudanças que a EC 29 proporcionou mesmo sem sua regulamentação. A partir do Sistema de Informações sobre Orçamentos Públicos em Saúde (SIOPS), foram identificados os recursos próprios destinados a saúde, ou seja, se os municípios cumpriram a EC 29 nos anos selecionados e qual o percentual dos recursos corresponde a cada esfera de governo destinado à saúde de cada município em estudo. Os resultados da análise mostram que os municípios estudados têm aumentado a contrapartida de recursos próprios para a saúde; o cumprimento à EC 29 é respeitado e a transferência de recursos federal representa no ano de 2006, 60,44% do total de recursos da saúde do município de Brejo da Madre de Deus; 45,74% em Lagoa dos Gatos e 49,85% para Riacho das Almas. Com exceção do primeiro, os demais se aproximam da média dos municípios do Estado, que é de 49,64%, no respectivo ano. E quanto ao investimento por habitante em cada município, observou-se que todos ascenderam, chegando em 2006 com valores de R$ 152,55, 140,30 e 203,86, em Brejo da Madre de Deus, Lagoa dos Gatos e Riacho das Almas respectivamente, estando este último com os valores mais altos nos três anos estudados. Todos se aproximam da média dos municípios do Estado, que é de 161,30%, no ano de 2006
Resumen en ingles
The funding issue is an important variable in the development of public policies. For
that to develop actions and health services is essential that funding of these is well
structured and fixed, thus ensuring, and its proper implementation, particularly, to
obtain positive results. Considering the importance of funding, work with staff aimed
to assess the financial sum for the health actions in accordance with the
Constitutional Amendment 29 in three municipalities in the state of Pernambuco -
Brejo the Mother of God, of Laguna Creek and the Cats Souls - in the years 2000,
2003 and 2006. The methodology used was based on a literature review of the
subject with a retrospective of behaved as if the issue of financing the health sector
before and after the advent of the SUS, and especially what changes that the EC
provided 29 even without its regulations. From the Information System of Public
Health Budgets - SIOPS were identified own resources for health, or if the
municipalities have met the JV in 29 years selected and what percentage of
resources corresponding to each sphere of government for health of each
municipality under study. The results of the analysis show that the municipalities
studied have increased the contribution of own resources for health; comply with the
EC 29 is respected and transfer of federal resources represents the year 2006,
60.44% of total resources of the health of the municipality Brejo of the Mother of God;
45.74% in the Laguna Cats and 49.85% for Riacho of Souls. Except the first, the
