O processo de avaliação de desempenho é um tema que está cada vez mais presente nas organizações publicas, revelando um interesse do poder público em modernizar a gestão de pessoas, alinhando o desempenho dos servidores à missão, aos objetivos e meta das instituições. A Secretaria de Saúde do Recife, após um grande incremento da força de trabalho, adotou um novo instrumento para avaliação do desempenho dos profissionais concursados e ainda não efetivados. O presente estudo objetiva analisar esses instrumentos como ferramenta de gestão para a efetivação dos profissionais da rede. A partir da pesquisa bibliográfica sobre Avaliação de Desempenho (AD), o estudo correlaciona o antigo instrumento utilizado pela instituição e o novo modelo proposto. Ao discutir os critérios dos instrumentos de AD da Secretaria de Saúde do Recife, buscou-se ainda, contribuir com a Diretoria de Gestão de Pessoas e da Educação da Saúde na redefinição do instrumento de AD conjugando a realidade organizacional com as bases teóricas. Trata-se de uma pesquisa descritiva, bibliográfica, documental com abordagem qualitativa. Foram utilizados dados secundários (portarias), de domínio público e fundamentada pela bibliografia estudada. Observamos que a avaliação de desempenho não supera problemas sistêmicos ou culturais típicos da gestão pública, mas é um importante instrumento para superar alguns desses obstáculos. O grande problema está em como apurar o desempenho sem gerar um sistema arbitrário e injusto, que desmoralize os funcionários, alimente o espírito imediatista, aniquile o trabalho em equipe, estimule o medo e a mobilidade administrativa. A responsabilidade pela aplicação da avaliação de desempenho não deveria ficar nas mãos das chefias imediata e mediata como hoje, mas sim como no primeiro modelo de avaliação que utiliza a autoavaliação, tendo em vista que a instituição estimula a gestão participativa para democratizar o processo.
Abstract
The process of performance evaluation is a topic that is increasingly present in public
organizations, revealing an interest of the government to modernize human resources
management, aligning the performance of the servers to the mission, objectives and target
institutions. The Department of Health Recife, after a large increase in the labor force, adopted
a new tool for evaluating the performance of professional and gazetted still uncommitted. This
study aims to analyze these instruments as a management tool for the realization of network
professionals. From the research literature on Performance Evaluation (AD), the study
correlates the old instrument used by the institution and the new proposed model. In discussing
the criteria of AD instruments of Health Department of Recife, we sought to further contribute
to the Directorate of Personnel Management and Health Education in the redefinition of the
AD instrument combining organizational reality with the theoretical bases. This is a
descriptive, literature, documentary qualitative approach. Secondary data (ordinances), public
domain and substantiated by literature studied. We observed that the performance assessment
does not exceed typical cultural or systemic problems of public administration, but it is an
important tool to overcome some of these obstacles. The big problem is how to determine the
performance without generating a system arbitrary and unfair, that demotivate employees,
immediate feed the spirit, annihilate teamwork, stimulates fear and mobility management.
Responsibility for implementing the performance appraisal should not be in the hands of
managers and mediate and immediate today, but as the first valuation model that uses the selfassessment,
in order that the institution encourages participative management to democratize
the process . We also observed that there is a concern of the Department of Health in Recife
follow the guidelines of the Ministry of Health, strengthening the process adopted with regard
to the credibility generated by the public administration. Finally the indicators of performance
evaluation, it was found that part of the evaluation is subjective by the head, lacking clear goals
and measurable criteria that can measure the quality, quantity or timing of the work.
