O arquétipo das organizações sustentáveis tornou-se uma resposta às pressões institucionais relativas à construção de modelos mais compatíveis com as novas demandas e expectativas sociais relacionadas ao desenvolvimento sustentável. Nesse contexto, a gestão da logística sustentável assume notável posição na harmonização entre a imperiosa necessidade de racionalização do uso de materiais e serviços pelos Laboratórios Farmacêuticos Oficiais (LFO) e o avanço na proteção e promoção da saúde pública. As medidas de incentivo à contenção de gastos e à eliminação dos desperdícios não devem ser interpretadas como um estímulo à redução da qualidade dos serviços ou produtos, mas sim como uma oportunidade para combater os improvisos, fortalecendo a gestão estratégica apoiada no planejamento logístico. Ante o exposto, o presente estudo visa analisar a aplicabilidade do conceito de Força/Pressão/Estado/Exposição/Efeito/Ação (FPEEEA), desenvolvido pela Organização Mundial da Saúde (OMS), na construção de indicadores e ações de planejamento logístico, para a implantação de um modelo produtivo sustentável nas instituições de ciência e tecnologia em saúde. Para tanto, foi realizado um estudo de caso sobre a sustentabilidade ambiental em um Laboratório Farmacêutico Oficial brasileiro, o Instituto de Tecnologia em Fármacos (Farmanguinhos), com a utilização de documentos institucionais e dados sobre compras governamentais disponíveis ao público. Tendo em vista o propósito geral do estudo, foi realizada ainda uma revisão da literatura, a partir de consultas a bases de dados préselecionadas, constantes do Portal de Periódicos da Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (CAPES). Os resultados do estudo apontam para a viabilidade da formulação de ações logísticas sustentáveis, por meio da aplicação do modelo FPEEEA/OMS, e corroboram ainda o entendimento de que o planejamento logístico sustentável pode representar um instrumento útil no apoio à proteção e à promoção da saúde ambiental.

The archetype of sustainable organizations has become a response to institutional pressures
regarding the construction of models more compatible with the new demands and social
expectations related to sustainable development. In this context, the management of sustainable
logistics assumes a remarkable position in the harmonization between the imperative need to
rationalize the use of materials and services by the Official Pharmaceutical Laboratories (OPL)
and the progress in the protection and promotion of public health. Measures to encourage cost
containment and the elimination of waste should not be interpreted as a stimulus to reduce the
quality of services or products, but rather as an opportunity to combat improvisation,
strengthening strategic management based on logistics planning. In view of the above, the
present study aims to analyze the applicability of the concept of Strength / Pressure / State /
Exposure / Effect / Action (FPSEEA), developed by the World Health Organization (WHO), in
the construction of indicators and actions of logistic planning, for the implantation of a
sustainable productive model in the institutions of science and technology in health. A case
study on environmental sustainability was conducted in a Brazilian Official Pharmaceutical
Laboratory, the Institute of Pharmaceutical Technology (Farmanguinhos), using institutional
documents and government procurement data available to the public. Considering the general
purpose of the study, a review of the literature was carried out, based on queries to pre-selected
databases, included in the Portal of Periodics of the Coordination for the Improvement of
Higher Education Personnel (CAPES). The results of the study point to the viability of the
formulation of sustainable logistic actions, through the application of the FPSEEA/WHO
model, and further corroborate the understanding that sustainable logistics planning can
represent a useful instrument in support of environmental health protection and promotion.
