O objetivo do estudo foi analisar os impactos sociais potenciais do Aproveitamento
Hidrelétrico Belo Monte. O Método documental foi utilizado para análise crítica do conteúdo
referente aos impactos sociais previstos nos Estudos de Impacto Ambiental (EIA), visando
identificar as instâncias de aprendizados de lições anteriores e os erros reincidentes, com base
nas experiências dos Projetos Hidrelétricos Tucuruí (Brasil) e de James Bay (Canadá). A
política ambiental evoluiu, mas não a ponto de consolidar as diretrizes no nível prático,
estabelecido pelo próprio marco regulatório, no entanto, a Avaliação de Impacto Social ainda
é minimizada na fase de planejamento dos projetos hidrelétricos, prevalecendo o critério
remediador do impacto social.
Abstract
The main objective of this study was to analyze the potential social impacts of the Belo Monte
hydroelectric Plants. This study utilize method document review was used for critical analysis
of the content regarding social impacts under Environmental Impact Studies (EIA), in order to
identify the instances of learnings of previous lessons and errors infringers, based on the
experiences of Tucuruí hydroelectric Dams (Brazil) and James Bay Project (Canada).
Environmental policy has evolved, but not to the point of consolidating the guidelines on the
practical level, established by the regulatory framework, however, the Social Impact
Assessment is still minimized in the planning phase of hydroelectric projects.
