O presente trabalho pretende analisar o processo de monitoramento e avaliação
das ações de Educação Permanente a partir dos contratos de gestão firmados entre a
SES-RJ e OS´s, para gerenciamento dos hospitais da rede estadual de saúde do Rio de
Janeiro identificando os limites e possibilidades do atual modelo de gestão, em relação à
implementação da Política de Humanização nestas Unidades.
O estudo foi realizado nos contratos firmados com 11 hospitais estaduais do Estado do
Rio de Janeiro e a estratégia metodológica compreendeu uma pesquisa bibliográfica e
uma pesquisa documental utilizando dados secundários, cujo objeto de análise foram os
contratos de gestão.
Dispondo do referencial teórico sobre os conceitos e o debate sobre Educação
Permanente no contexto da Política de Humanização; Gestão da Saúde por OS e
Avaliação de processos formativos, os resultados da análise dos dados apontam para
questões críticas que devem ser revistas nos processos de contratualização, tais como: a
discriminação das ações de EP a serem realizadas; o orçamento a elas destinados, as
formas de acompanhamento e prestação de contas destas ações e os indicadores a serem
considerados.
Este estudo apresenta alguns indicadores qualitativos de monitoramento e avaliação
destas ações que, se adotados, podem contribuir para um melhor planejamento da gestão
terceirizada dos serviços de saúde e para o fortalecimento das ações de EP.
Abstract
This work aims to analyze the monitoring and rating´s process of Permanent
Education´s activities (PE), from the management contracts signed between SESRJ and
the SO’s (Social Organization), for management of the hospitals from the state health
network of Rio de Janeiro, identifying the limitations and possibilities of the current
management model, over the implementation of the Humanization Policy in these
Health Facilities.
The study has been made upon the signed contracts of eleven state hospitals from the
State of Rio de Janeiro and the methodological strategies comprised a bibliographic
research and a documentary research using secondary data, with the management
contracts as object of analysis.
With the concepts and the debate over Permanent Education in the
Humanization Policy´s context; Health Management by SO and evaluation of training
processes as referential theories, the results from the data analysis point towards critical
questions that must be reviewed in the processes of contractualization, such as: the
breakdown of actions of Permanent Education to be executed; the budget allocated to
them, monitoring and provision´s methods of accounts of these actions and the
indicators to be considered.
This study presents some qualitative monitoring indicators and evaluation of these
actions which, if provided, may contribute to a better planning of the outsourced
management of health services and for and strengthening of Permanent Education´s
actions.
