O presente trabalho assumiu por objetivo elaborar um estudo histórico sobre a emergência e atuação de Agentes Comunitários, na área da Saúde, na localidade de Manguinhos no período de 1986 a 1989, quando da implementação de um projeto de saúde comunitária na Unidade de Treinamento Germano Sinval Farias (Fiocruz) em parceria com o Unicef e a Flasco. O olhar da pesquisa focou-se nas práticas educativas e no papel de mediação cultural destes agentes, operacionalizados principalmente, em visitas domiciliares, com um direcionamento à saúde da mulher e da criança. Buscou-se situar historicamente a presença deste trabalhador em outros projetos e iniciativas, tanto no contexto nacional como internacional, na medida em que estes influenciaram a constituição do projeto em Manguinhos. No contexto internacional, observou-se uma tendência da OMS em estimular o desenvolvimento da Atenção Primária nos países periféricos, com a incorporação de Agentes da Comunidade. No Brasil, identificou-se o surgimento de Projetos de Saúde Comunitária que preconizavam a inclusão de moradores das regiões atendidas em ações de saúde. Apesar da ocupação do Agente Comunitário de Saúde , naquele período (1986-1989), não estar ainda regulamentada, diversos elementos sinalizam o interesse dos gestores do projeto (aqui estudado) em incluir esta modalidade de atuação na prestação de serviços públicos em saúde, em caráter permanente.

The present work aimed at elaborating a historical study of the emergence and performance of Community Agents in the area of Health, in the town of Manguinhos from 1986 to 1989, when implementing a community health project in the Training Unit Germano Sinval Farias (Fiocruz) in partnership with UNICEF and Flasco. The look of the research focused on educational practices and the role of cultural mediation of these agents, operationalized mainly in home visits, with a direction to the health of women and children. We tried to situate historically the presence of that worker on other projects and initiatives, both within national and international, to the extent that they influenced the creation of the project in Manguinhos. Internationally, there was a tendency for WHO to encourage the development of primary peripheral countries, with the incorporation of agents of the Community. In Brazil, we identified the emergence of Community Health Projects advocating the inclusion of residents of the regions served in health care actions. Despite the occupation of "Community Health Agent," in that period (1986-1989), not yet regulated, several factors indicate the interest of project managers (studied here) to include this type of performance in public service delivery in health on a permanent basis.
