A Revista discute a transformação ao longo do tempo do município de Icapuí, no Ceará. No início dos anos 1990, Icapuí era conhecida nacionalmente por seu sistema de atenção primária à saúde, que envolvia agentes de saúde, parteiras, enfermeiras e médicos dedicados à promoção da saúde, resultando na redução significativa da mortalidade infantil e no reconhecimento do Unicef. No entanto, o texto menciona que a gestão atual prioriza especialidades médicas e ações curativas, negligenciando o modelo anterior. A cidade também passou por mudanças sociais, tecnológicas e demográficas, com o aumento da população e o advento da tecnologia, como celulares e internet. A geração que cresceu sem os problemas de mortalidade infantil e exclusão educacional enfrenta novos desafios, incluindo o desemprego e a questão das motocicletas sem capacete. Mostra a interrupção do esperado progresso na área de saúde e a sensação de tristeza, mas também destaca a esperança representada pela população crítica e alegre de Icapuí, que continua a valorizar suas raízes e a beleza de sua paisagem natural. Encerra com uma nota positiva sobre a cidade e oferece ao leitor a oportunidade de acessar informações adicionais sobre conferências relacionadas à comunicação e saúde.
