A instituição policial tem sido objeto de variadas reflexões no âmbito da pesquisa histórica. No caso do Brasil, as análises sobre a polícia se detiveram, em maior parte, em seu caráter político-institucional, não enfatizando, todavia, a idealização e formação de suas agências internas e especializadas, como é o caso da Escola de Polícia do Rio de Janeiro, fundada no ano de 1912 em meio ao processo de reformas policiais no início do século XX. A partir de estudos mais aprofundados sobre a Escola de Polícia, objetiva-se com este trabalho caracterizar as principais relações entre a instituição policial do Rio de Janeiro e as diversas questões referentes à chamada polícia científica. Desse modo, serão analisadas algumas frentes de atuação da Escola de Polícia: o processo de difusão de ideias e teorias criminológicas junto à instituição policial carioca e a busca pela delimitação das características da criminalidade da cidade do Rio de Janeiro, a relação da Escola de Polícia com a justiça brasileira no período inicial da república e as críticas dirigidas ao poder judiciário naquele momento e, por fim, alguns elementos relativos às atividades de criminalística, tendo por base novos métodos e técnicas de identificação criminal e também de investigação policial.
Abstract
The police institution has been in the subject of several reflections within the historical research. In Brazil, the major part of studies about this institution mostly stopped in its political-institutional character without emphasizing the idealization and creation of its internal and specialized agencies such as the School of Police of Rio de Janeiro, launched in 1912 in the midst of a process of police reforms, at the beginning of twentieth century. From further study of the School of Police, the objective of this work is to characterize the main relationship between the police institution in Rio de Janeiro and the various issues relating to scientific police. Thus, it will be analyzed some forms of action of the School of Police: the process of diffusion of ideas and criminological theories by the police institution in Rio de Janeiro as well as the search for the definition of the characteristics of criminality in the city, the relation between the School of Police with brazilian justice at the beginning of the republic and the criticism to the judiciary at that time. Finally, some elements of the forensic activities will be also analyzed based on new methods and criminal identification techniques and also police investigation.
