INTEGRAÇÃO ENSINO-SERVIÇO NA FORMAÇÃO DE TÉCNICOS EM ANÁLISES CLÍNICAS REALIZADA PELA ESCOLA TÉCNICA DO SUS/RN: UM ESTUDO SOBRE O ESTÁGIO CURRICULAR A PARTIR DA VISÃO DOS SUJEITOS INSTITUCIONAIS ENVOLVIDOS

Resumen en portugues
Trata-se de uma pesquisa qualitativa, realizada em campos de estágio do Curso Técnico em Análises Clínicas da Escola Técnica do SUS do Rio Grande do Norte. Objetiva compreender quais as possibilidades e os limites de o estágio curricular se constituir como estratégia para articulação escola, serviço e gestão de saúde na perspectiva da Política Nacional de Educação Permanente em Saúde. A fonte de coleta de dados foram as entrevistas com os sujeitos dos três segmentos: ensino, serviços e instâncias gestoras. Os dados obtidos foram submetidos à análise de Bardin utilizando um software. Os resultados mostraram que o estágio é visto como espaço de troca de conhecimento e sua organização se deu pela escola e pelos serviços. Os elementos dificultadores foram: falta de liberação dos alunos, resistência de preceptores, estrutura precária, falta de materiais e recursos humanos, distanciamento da Comissão Permanente de Integração Ensino-Serviço, bem como as pactuações na Comissão Intergestora Regional. Como facilitadores: o aluno trabalhador, abertura dos campos de estágio e a disponibilidade dos preceptores. Percebe-se, a necessidade de avançar na Política Estadual de Educação Permanente em Saúde, a fim de construir o Plano Estadual para subsidiar as atividades de Educação Permanente, e que as articulações fragilizadas podem comprometer as estratégias orientadas pela Portaria de nº 1996/07 quanto ao fortalecimento da formação dos profissionais em saúde. A Política Estadual, que se apresentaria como norteadora para este processo, ainda encontra-se em discussão quanto à construção do seu Plano, mostrando-se um caminho necessário a percorrer.
Resumen en ingles
This is a qualitative study conducted in traineeship areas of the Technical Course in Clinical Analysis of the Technical School of SUS in Rio Grande do Norte. The goal is to understand the possibilities and the limits of the traineeship be constituted as a strategy for the articulation between school, service and health management in the context of the National Policy for Popular Education in Health. The data collection source were the interviews with the subjects of the three segments: education, services and management authorities. The data obtained was transcribed and submitted to Bardin analysis. The results showed that the traineeship is seen as a place for exchange of knowledge and its planning was done both by the school and the services. Hindering factors were: lack of release of students from their duties, resistance from preceptors, poor structure, lack of material, lack of human resources, distance from the Education and Health Integration Center, as well as the pacts in the Regional Managers Commission. Facilitating factors were: the student/worker, the opening of traineeship opportunities and the availability of preceptors. The traineeship is seen as a strategic potential link between education and health services. It is clear, that it is necessary to advance in the State Policy for Continuing Education in Health in order to develop the State Plan to subsidize the activities of Continuing, and that fragile articulations can compromise the strategies guided by Ordinance nº 1996/07 as for the strengthening of the training of health professionals. The State Policy, that would be presented as the guiding to this process, is still under discussion as for the development of its Plan, being a necessary way to go.
