Este estudo aborda a 3ª Conferência Nacional de Saúde, realizada em dezembro de 1963, durante o governo João Goulart (1961-1964), último presidente civil da experiência democrática brasileira iniciada em fins de 1945. O encontro teve como temas centrais a formulação de uma Política Nacional de Saúde mais adequada à realidade do país, a qual seria consolidada em um Plano Nacional de Saúde, integrando as três esferas federativas: União, estados e municípios, com vistas à descentralização e à municipalização das ações. Esta proposta, além de concretizar o disposto na Constituição de 1946, se pautava na convicção de que as populações locais é que poderiam ter um conhecimento mais realista de seus problemas. Diferentemente dos antecessores, o governo Goulart entendia ser o caminho mais adequado para a melhoria das condições de saúde da população, inclusive no aspecto financeiro, a criação de uma estrutura básica de órgãos de assistência médico-sanitárias focada nos municípios. A 3ª CNS fundamentou-se nas recomendações aprovadas pelo 15º Congresso Brasileiro de Higiene e nos princípios enunciados no Plano Trienal de Desenvolvimento Econômico e Social, elaborado pelo economista Celso Furtado. Além de propor a descentralização das ações, o encontro teceu críticas ao formato institucional do Ministério da Saúde e ao caráter fragmentário e corporativo dos serviços, propugnando por uma reforma na organização sanitária do país. Este modelo de saúde pública só viria a se consubstanciar a partir da 8ª Conferência Nacional de Saúde, em 1986, e da articulação da sociedade civil em torno de um projeto para a saúde como direito da cidadania e dever do Estado, posteriormente inscrito na Constituição de 1988.
Resumen en ingles
This paper handling the 3rd National Health Conference, held in December 1963,
during the João Goulart’s government (1961-1964), the last civilian president of Brazil's
democratic experience, started in 1945. The meeting had as its central themes the national
policy health formulation, best suited to the country’s reality, which would be embodied in a
National Health Plan, integrating the three federal health spheres: Union, states and
municipalities, aiming at decentralization and health’s municipalization. This proposal, in
addition to achieved the 1946 Constitution’s provisions, were based on the belief that local
people is whom could get a better guidance of their own reality. Unlike predecessors, the
Goulart’s government acknowledge to be the most suitable to improve the health population’s
conditions, including the financial aspect, the creation of an basic structure of organs for
health and medical care, focused on municipalities. The 3rd CNS was based on the advises
approved on the 15th Brazilian Hygiene Congress and principles listed on the Triennial Social
and Economic Development Plan, drafted by Celso Furtado economist. Besides proposing the
health decentralization, the meeting wove criticism to the Health Ministery's institucional
format and to the fragmentary and corporate nature of health services, advocating for
healthcare's organization reform. This public health model would only take form from the 8th
National Health Conference, in 1986, and from the civil society articulation around a health
project as a right of citizenship and duty of the State, later inscribed in the 1988 Constitution.
