O presente trabalho discute o acesso à informação científica em doenças negligenciadas no âmbito da Fundação Oswaldo Cruz (Fiocruz) na perspectiva do Movimento do Acesso Livre. Apesar de serem responsáveis por quase a metade da carga de doenças dos países em desenvolvimento, os investimentos em pesquisa em doenças negligencias são, reconhecidamente, limitados e aquém do que seria necessário para a produção das inovações necessárias e urgentes no campo da saúde pública. O livre fluxo da informação científica apresenta-se como imperativo para alimentar a pesquisa e inovação na área. Para orientar tal discussão, abordam-se o papel central da comunicação na ciência, o seu compromisso social e as recentes transformações no setor das publicações científicas que apontam, entre outros aspectos, para a pouca visibilidade da produção científica dos países em desenvolvimento no cenário internacional. O movimento de resistência a esse cenário tem seu marco principal na chamada Reunião de Budapeste, em 2002. A pesquisa fundamentou-se no conceito de comunicação científica, ressaltando pilares da comunicação que se encontram interligados: a legitimidade ou confiabilidade, a revisão por pares, a acessibilidade e a publicidade. Da teoria ao campo empírico, o desafio que se colocou para a pesquisa foi conhecer quais seriam os obstáculos e os aspectos favoráveis ao desenvolvimento de uma política de acesso livre à informação científica em doenças negligenciadas no âmbito da Fiocruz. Buscou-se identificar, em caráter exploratório, indicações presentes na literatura e na realidade empírica alvo desta pesquisa, que pudessem apoiar e mesmo sustentar as linhas definidoras de uma política pública de acesso livre à informação científica em saúde. Os resultados confirmam o potencial do acesso livre para tal informação, ao mesmo tempo em que sugerem a importância de um movimento de conscientização e reflexão crítica sobre o tema, que oriente e contribua para a proposição de uma política pública de acesso livre à informação científica no campo da saúde, destacando-se àquela relativa às doenças negligenciadas.
Abstract
The present study discusses access to scientific information on neglected diseases in the Oswaldo Cruz Foundation (Fundação Oswaldo Cruz - Fiocruz) with respect to the Open Access Movement. Although neglected diseases are responsible for nearly half of the disease burden in developing countries, investments into the research on these diseases are limited and fall short of what is needed to produce necessary and urgent innovations in the field of public health. The free flow of scientific information is presented as imperative to sustaining research and innovation in the field. This discussion is guided by the central role of communication in science, its social commitment and recent changes in the sector of scientific publications that demonstrate, among other things, the low international visibility of scientific production in developing countries. The Budapest Meeting of 2002 represented a significant landmark for the movement of resistance to this scenario. The research presented was based on the concept of scientific communication, emphasizing interlinked pillars of communication: legitimacy or reliability, peer review, accessibility and publicity. From theory to empirical reality, the challenge posed to researchers was to identify the obstacles to and favorable aspects for the development of a policy of open access to scientific information on neglected diseases within Fiocruz. Indications that could support or even sustain the defining parameters of a public policy toward open access to scientific information in health were sought in the literature and in empirical reality to guide the present study. The results confirm the potential for open access to such information while suggesting the importance of a movement toward awareness and critical reflection on the topic to both guide and contribute to the proposition of a public policy of open access to scientific information about health, especially concerning neglected diseases.
