Este trabalho apresenta um quadro do gasto social no Brasil e, em especial, analisa o gasto social dos Municípios do Estado do Rio de Janeiro para avaliar a influência das receitas de royalties provenientes da exploração de petróleo.O gasto social brasileiro atingiu a proporção de 25% do PIB, semelhante ao dos países membros da OCDE. Esta proporção indica que a capacidade de gasto do país nos setores sociais alcançou seu máximo possível ou está próximo disso. Os países com renda per capita semelhante à brasileira, como Argentina e Uruguai, apresentam melhores Índices de Desenvolvimento Humano (IDH). Seria o emprego desses recursos nos setores sociais no Brasil menos eficiente e efetivo do que naqueles países, em outras palavras tem menor sucesso na melhoria das condições de vida dos brasileiros?

This paper presents a framework of social spending in Brazil and, in particular, analyzes the social spending of the Municipalities of the State of Rio de Janeiro to evaluate the influence of royalties from oil exploration. Brazilian social spending has reached the proportion of 25 % of GDP, similar to that of OECD member countries. This ratio indicates that the country's spending capacity in the social sectors has reached its maximum possible or is close to that. Countries with similar per capita income, such as Argentina and Uruguay, have better Human Development Indexes (HDI). Is the use of these resources in the social sectors in Brazil less efficient and effective than in those countries, in other words less successful in improving the living conditions of Brazilians?
