As lesões e traumas por acidentes de transporte terrestre (ATT), anualmente, causam cerca de 1,2 milhões de mortes e 50 milhões de feridos no mundo. Atualmente, no Brasil, a prevenção das lesões por esses agravos não tem alcançado os impactos necessários, entre outros motivos, por que os sistemas de informações que subsidiam a elaboração de programas para sua prevenção e controle não oferecem dados sobre os casos de lesões. O objetivo do estudo foi construir um modelo conceitual de um sistema de informações para vigilância epidemiológica das lesões e traumas por ATTs. A seleção, classificação e codificação das variáveis do sistema foram realizadas de acordo com o recomendado pela OMS e com base no sistema de informação sobre ATT vigente na Secretaria de Saúde do Estado de Pernambuco. A estratégia para o desenvolvimento do sistema foi um programa em código aberto, em consonância com a Política Nacional de Informações e Informática em Saúde. O Sistema de Informações sobre Acidentes de Transporte Terrestre (SINATT) é um sistema on-line para coleta, apresentação e análise de dados provenientes de serviços de emergência dos hospitais da rede sentinela para vigilância dos ATT, que conta com quatro interfaces: o cadastro de usuários e estabelecimentos de saúde, registro eletrônico de vítimas, relatórios descritivos e download do banco de dados e um canal de comunicação e transferência de arquivos dedicados à vigilância dos acidentes e das lesões. Esta experiência é um exemplo do que pode ser feito para resolver a falta de informação sobre lesões e traumas por ATT, devendo incentivar a implementação de modelos semelhantes em nível nacional para prestar informações confiáveis e oportunas sobre a ocorrência de lesões por esse agravo
Abstract
Injuries and trauma caused by land transportation accidents (ATT) annually cause about 1.2 million deaths and 50 million injuries worldwide. Currently in Brazil, injury prevention for these accidents has not reached the required impact, since the information systems do not provide data on injury cases that support the development of programs for its prevention and control. The aim of the study was to develop an information system for epidemiological surveillance of injuries and traumas by ATTs. The selection, classification and coding of system variables were performed according to the WHO recommendations and based on the information on ATT existing system in the Department of Health in State of Pernambuco. The strategy for the development of the system was an open source program, compatible and consistent with the National Policy of Information and computing assets about Health. The Information System about Land Transportation Accidents (SINATT) is an on-line system that
collects, presents and analyses data from emergency departments of hospitals sentinel surveillance network to ATT, which has four interfaces: user registration and healthcare facilities, electronic registration of victims, descriptive reports and the database download and a channel of communication and file transfer devoted to surveillance of accidents and injuries. This experience is an example of what can be done to address the lack of information on injuries and traumas by ATT. This study should encourage the implementation of similar national models to provide reliable and timely information on the occurrence of injuries by land transportation.
