A comissão intergestores regional- CIR é uma instância de gestão intergovernamental, espaço
de negociação, tomada decisão de colegiada, e a principal estratégia de governança regional
como componente de uma rede regionalizada. Com o objetivo de analisar o processo de
Governança Regional da Rede Cegonha (RC) na I Gerência Regional de Saúde de
Pernambuco foi realizado um estudo de caso do tipo qualitativo com base em pesquisa
documental, utilizando como fonte principal as atas da CIR, observando conteúdo das pautas,
elementos discutidos, pactuações e atuação dos sujeitos. Os resultados alcançados evidenciam
fragmentação no processo de governança desde a dinâmica de funcionamento da CIR com
baixa participação da gestão regional, até as lacunas no planejamento regional que repercute
na incipiente prática para operar na lógica de rede. Foi possível concluir que há um
subaproveitamento da CIR como lócus de governança regional, onde a tomada de decisão na
RC é substituída por processo meramente formal e a execução do trabalho em rede não existe
Abstract
The Regional Interagency Committee (CIR) is an intergovernmental management body, a
negotiating area, a collegial decision-making body, and the main regional governance strategy
as part of a regionalized network. With the objective of analyzing the process of Regional
Governance of the Stork Network (RC) in the I Regional Management of Health of
Pernambuco, a case study of the qualitative type was carried out based on documentary
research, using as main source the CIR minutes, observing content of the guidelines, elements
discussed, pacts and actions of the subjects. The results obtained show fragmentation in the
governance process from the dynamic of CIR operation with a low participation of the
regional management, to the gaps in regional planning that have repercussions in the incipient
practice to operate in the network logic. It was possible to conclude that there is an
underutilization of the CIR as a locus of regional governance, where decision-making in the
RC is replaced by a purely formal process and the exercise of networking does not exist.
