COMISSÃO TÉCNICA DE PISCICULTURA DO NORDESTE (1932-1945): CAMPO E LABORATÓRIO NA CONSTRUÇÃO DO SABER CIENTÍFICO NOS SERTÕES DO BRASIL

A proposta desta pesquisa é o estudo da Comissão Técnica de Piscicultura do Nordeste (sigla: CTPN) que foi criada em 1932 e funcionou enquanto comissão da Inspetoria Federal de Obras Contra as Secas (sigla: IFOCS) até 1945, quando tornou-se setor permanente do órgão sob o nome de Diretoria de Pesca, Piscicultura e Aquicultura. A Comissão foi dirigida pelo biólogo Rodolpho Von Ihering (1883-1939) da data de sua criação até 1937, ano em que o cientista foi enviado para chefiar o Serviço Nacional de Piscicultura. A Comissão durante seus 13 anos de existência produziu estudos sobre limnologia (qualidade da água para criação de peixes); piscicultura (cultivo de peixes em cativeiro); aquicultura (preparação do ambiente aquático para a aclimatação de espécies de peixes e plantas aquáticas). Este estudo quer problematizar qual prática científica orientou estes trabalhos, ou seja, que a Comissão foi um lugar de pesquisa e espaço de produção da ciência biológica no Brasil, especialmente da ictiologia. O estudo deste tema é relevante em primeiro lugar porque indica que nos anos 1930, emergiu uma preocupação nacional com os problemas da conservação da natureza no Brasil, com a criação do Código Florestal pelo Decreto 23.793/1934, que obrigava os proprietários de terras preservar 25% com a cobertura de mata original; do Código de Águas pelo Decreto 24.643/1934 que tornava águas públicas de uso comum os riachos, lagos, lagoas e canais, item que favorecia os trabalhos da Comissão Técnica de Piscicultura do Nordeste em termos de logística e atuação; o Código de Minas pelo Decreto 24.642/1934 que deu ao Estado brasileiro o direito de pesquisa e exploração de minas e jazidas em terras não somente públicas, mas também particulares. O Código de Caça e Pesca pelo Decreto 23.672/34 que em seu artigo 112 dizia que “Em benefício do repovoamento natural ou artificial das aguas interiores, o Serviço de Caça e Pesca interditará, por tempo indeterminado, a pesca nos cursos de agua, lagos, lagoas e lagunas de agua doce...” (PÁDUA, 2012), que é mais um mecanismo legislativo com força prática que visava viabilizar o trabalho da Comissão Técnica de Piscicultura do Nordeste, pois dava ao governo o poder de reservar, por exemplo, uma lagoa ou um açude para ser durante tempo indeterminado um local de pesquisa e reprodução assistida de peixes, como ocorreu no açude Bodocongó em Campina Grande, Paraíba, entre 1934 e 1935 e a Lagoa do Tauape em Fortaleza, Ceará, entre 1935 e 1945. Entre 1932 e 1933 a CTPN trabalhou como expedição científica móvel, provavelmente no aguardo da regulamentação estatal através de lei que lhe garantia direito de pesquisa em local fixo. No mesmo decreto de criação da CTPN em 1932, foi criada, também, a Comissão Técnica de Reflorestamento e Postos Agrícolas do Nordeste, com o intuito de reflorestar e criar pomares no entorno dos açudes públicos e particulares, (Revista de Educação do Museu Nacional, 1933).
Abstract
The purpose of this research is the study of the Technical Commission for Fish Farming in the Northeast (acronym: CTPN) which was created in 1932 and operated as a commission of the Federal Inspectorate of Works Against Droughts (acronym: IFOCS) until 1945, when it became a permanent sector of the body under the name of Directorate of Fisheries, Pisciculture and Aquaculture. The Commission was directed by the biologist Rodolpho Von Ihering (1883-1939) from the date of its creation until 1937, the year in which the scientist was sent to head the National Fish Farming Service. During its 13 years of existence, the Commission produced studies on limnology (water quality for fish farming); fish farming (farming fish in captivity); aquaculture (preparation of the aquatic environment for the acclimatization of fish species and aquatic plants). This study aims to problematize which scientific practice guided these works, that is, that the Commission was a place of research and a space for the production of biological science in Brazil, especially ichthyology. The study of this topic is relevant in the first place because it indicates that in the 1930s, a national concern emerged with the problems of nature conservation in Brazil, with the creation of the Forest Code by Decree 23,793/1934, which obliged land owners to preserve 25 % with original forest cover; of the Water Code by Decree 24,643/1934, which made streams, lakes, ponds and canals public waters, item that favored the work of the Northeast Fish Farming Technical Committee in terms of logistics and operations; the Mines Code by Decree 24,642/1934, which gave the Brazilian State the right to research and explore mines and deposits on not only public but also private lands. The Hunting and Fishing Code by Decree 23,672/34, which in its article 112 stated that “For the benefit of the natural or artificial repopulation of inland waters, the Hunting and Fishing Service will prohibit, for an indefinite period, fishing in water courses, lakes , lagoons and freshwater lagoons...” (PÁDUA, 2012), which is yet another legislative mechanism with practical force that aimed to facilitate the work of the Technical Commission for Fish Farming in the Northeast, as it gave the government the power to reserve, for example , a lagoon or dam to be a place for research and assisted reproduction of fish for an indefinite period of time, as occurred at the Bodocongó dam in Campina Grande, Paraíba, between 1934 and 1935 and Lagoa do Tauape in Fortaleza, Ceará, between 1935 and 1945 Between 1932 and 1933, CTPN worked as a mobile scientific expedition, probably awaiting state regulation through a law that guaranteed the right to research in a fixed location. In the same decree creating the CTPN in 1932, the Technical Commission for Reforestation and Agricultural Stations of the Northeast was also created, with the aim of reforesting and creating orchards around public and private reservoirs, (Revista de Educação do Museu Nacional, 1933).
