Abstract in Portuguese
O objetivo desta pesquisa é analisar as interseções e afastamentos entre a Política Nacional de Vigilância em Saúde e o Curso Técnico de Vigilância em Saúde oferecido pelo Laboratório de Educação Profissional em Vigilância em Saúde (Lavsa) da EPSJV/Fiocruz. A pesquisa tem uma abordagem qualitativa, foi utilizada a Pesquisa documental e uma adaptação da análise de conteúdo para codificar e caracterizar as categorias de análise. Identificamos que: a PNVS e o Plano de curso comungam da mesma compreensão de que o modelo de atenção à saúde proposto pela VS supera os modelos hegemônicos; ambos estão pautados no conceito ampliado de saúde; outra aproximação é a concepção de formação, a PNVS referência a PNEPS como orientadora dos processos formativos, ou seja, toma como objeto os problemas e necessidades emanadas do processo de trabalho e se baseia na aprendizagem significativa e na possibilidade de transformar as práticas profissionais. O Plano também traz na territorialização a aprendizagem significativa e o processo de trabalho no território. Há um afastamento quanto ao marco legal da VS que orienta os documentos analisados, a Política ainda se organiza de forma fragmentada, diferente da proposta presente no Plano, orientado pelos autores baianos Teixeira et al. (1998). Outro afastamento é sobre as atribuições dos profissionais de saúde, em especial ao ACE. A Política sequer cita esse profissional, fala de forma genérica em “profissionais que atuam na VS”, já o Plano descreve detalhadamente as atribuições do Técnico de VS. Esta pesquisa conclui que há mais pontos convergentes que divergentes entre a PNVS e o Plano de curso do CTVISAU. Contudo uma questão, que não foi objeto desta pesquisa, mas que sobressaiu constantemente nas leituras e na própria prática da pesquisadora é a distância entre o que está na Política e no Plano e o que ocorre de fato na prática dos trabalhadores da VS. Diante disso concluímos que as maiores interseções e afastamentos não estão nos documentos que norteiam as atribuições dos entes federados e dos processos formativos na área da VS. Mas das diversas compreensões sobre a própria vigilância e dos interesses por trás de cada concepção, que resulta em uma vigilância fragmentada e pouco resolutiva.
Abstract
The objective of this research is to analyze the intersections and divergences between the National Health Surveillance Policy and the Technical Course on Health Surveillance offered by the Laboratory of Professional Education in Health Surveillance (Lavsa) of the EPSJV/Fiocruz. The research has a qualitative approach, using Documentary Research and an adaptation of content analysis to codify and characterize the categories of analysis. We identified that: the PNVS and the Course Plan share the same understanding that the health care model proposed by the VS overcomes the hegemonic models; both are based on the expanded concept of health; Another approach is the concept of training, the PNVS refers to the PNEPS as a guide for training processes, that is, it takes as its object the problems and needs emanating from the work process and is based on significant learning and the possibility of transforming professional practices. The Plan also brings significant learning and the process of working in the territory into territorialization. There is a departure from the legal framework of the VS that guides the documents analyzed, the Policy is still organized in a fragmented way, different from the proposal present in the Plan, guided by the Bahian authors Teixeira et al. (1998). Another departure concerns the attributions of health professionals, especially the ACE. The Policy does not even mention this professional, it speaks in a generic way of “professionals who work in the SV”, whereas the Plan describes in detail the attributions of the SV Technician. This research concludes that there are more converging than divergent points between the PNVS and the CTVISAU course plan. However, an issue that was not the object of this research, but that constantly stood out in the readings and in the researcher's own practice is the distance between what is in the Policy and the Plan and what actually occurs in the practice of VS workers. In view of this, we conclude that the greatest intersections and distances are not in the documents that guide the attributions of the federated entities and the training processes in the area of VS. But from the different understandings of surveillance itself and the interests behind each conception, which results in a fragmented and unresolved surveillance.
