O estudo analisa o processo comunicativo das instâncias públicas que intervem na relação entre saúde e trabalho. Utilizamos como mediação os impressos (cartazes, cartilhas e folders) produzidos pelas instâncias dos Ministérios da Saúde e do Trabalho para a realização de uma pesquisa de recepção de mensagens por trabalhadores para os quais tais impressos se dirigem. Optamos pela triangulação de técnicas metodológica por meio dos
seguintes métodos: análise documental, entrevistas semi-estruturadas com os formuladores de mensagens, a participação em eventos da área da Saúde do Trabalhador e os grupos focais com os trabalhadores da construção civil para o estudo de recepção de mensagens. Objetivamos oferecer subsídios para que o campo da Saúde do Trabalhador possa
aprimorar as práticas comunicativas adotadas e favorecer a reflexão dos níveis de participação dos trabalhadores nas práticas implementadas por essa área. Através da confrontação da bibliografia existente com as entrevistas com gestores dos PST realizamos uma revisão do histórico das ações de saúde do trabalhador. Para conhecer a comunicação impressa dos programas analisamos 80 impressos sendo (55%) de folders, (31%) de cartilhas e (14%) de cartazes produzidos no período de 1994 a 2002.
Identificamos que 68% dos impressos são dirigidos para os trabalhadores em geral e apenas 32 % se dirigem para algum público específico. As temáticas abordadas referem a notificação; a divulgação institucional; aos direitos dos trabalhadores; aos agravos a saúde e às medidas de segurança/prevenção de acidentes/doenças no trabalho. As intenções dos
formuladores de mensagens são as de informar, orientar e prescrever normas e padrões de comportamento ao leitor. Avaliamos 11 impressos junto a trabalhadores da construção civil e identificamos: a importância de especificar a audiência; as contradições entre os pontos de vistas dos interlocutores no processo comunicativo relativas as temáticas saúde e
controle social, as diferenças na escolha de formatos e estilos dos impressos. Discutimos que o pólo emissor apresenta uma concepção instrumental de educação/comunicação e suas práticas educativas destinam-se a transmissão de conhecimento de forma linear e verticalizada. Os sujeitos do processo comunicativo ocupam lugares distintos e claramente demarcados. A saúde é discutida de maneira
ampliada pelo pólo receptor enquanto o pólo emissor se restringe a reproduzir os discursos oficiais das práticas sanitárias e do modelo biomédico. Os níveis de participação dos trabalhadores são restritos e sediados por superestruturas: os conselhos de saúde dos trabalhadores. Concluímos que há um distanciamento entre os núcleos comunicativos e
sugerimos a inclusão do pólo receptor no processo de produção de materiais educativos/informativos como uma estratégia para ampliar os níveis de participação dos trabalhadores nas ações de saúde do trabalhador.
Abstract
This study analyzes the communicative process of the public instances that intervenes in the relation between health and work. the object of the present study are printed materials (posters, tutorials and folders). Which are produced by the instances of the work and health Ministries for the accomplishment of a research involving the message reception by workers to who such materials are designed. We opted by the triangulation of methodological techniques by means of the following methods: documentary analysis; half structuared interviews with health professionals who elaborated the materials; the participation in events of the worker’s health care are and focus groups with workers of the civil construction for the study of message reception. This study arms to offer subsidies so that the worker’s health care could improve communicative practices and favour the reflection on the levels of the worker’s participation in the implementation of policies in this area. Through the confrontation of the existing bibliography with the PST managers interviews, we developed a revision in the records of worker’s health care policies. In order to recognize the printed materials of the programs we analysed 80 of them: 55% of folders, 31% do tutorials and 14 % of posters produced in the period from 1994 to 2002. We identified that 68% of the printed material are addressed to workers in general and only 32% are addressed to specific public. The thematic regards the notification; the institutional marketing; the rights of the workers the aggrating situation of health an security measures to prevent accidents an illnesses at work. The health professional intentions when elaborating the material are to inform, guide an prescribe norms and behavior standards for the reader. We evaluated 11 printed materials with the workers of civil construction and it was identified the importance to specify the audience; the contradictions among the interlocutor’s point of view within the communicative process – regarding health and social control thematic; the differences in choice of format an style of printed materials. We identified and analised that the emitting nucleus not only presents on instrumental conception of education an communication, but also its educational practices are addressed to the transmission of knowledge in linear an verticalized way. The subjects of the communicative process occupy distinct places which are clearly demarcated. Health
is discussed in a extended way by the receptive scope, while the emitting nucleus is restricted to the reproduticon of the official speeches of sanitarial practices an the biomedical model. The worker’s level of participation are restricted and mediated by superstructures: worker’s health care councius. We concluded that there is a gap among the communicative nucleus and we suggest the inclusion of receptive scope in the process of educational material production as a strategy to extend the levels of the worker participation in worker’s health care policies.
