A discussão em torno da Gestão de Pessoas no setor público do Brasil nas últimas décadas tem envolvido temas variados. Principalmente após a redemocratização do país, as instituições públicas passam a ter que desenvolver mecanismos de gestão pautados pela participação social. Na área de gestão do trabalho o gestor precisa estar preparado para estabelecer um diálogo junto aos trabalhadores que conquistaram mais autonomia revitalizando a organização coletiva nos locais de trabalho com poder de mobilização e pressão. Nesse contexto, surge a negociação coletiva na gestão pública que, apesar de ainda ser uma prática pouco utilizada, tem se destacado nas duas últimas décadas. Na área da saúde, principalmente após a criação da Secretaria de Gestão do Trabalho e da Educação na Saúde - SGTES em 2003, a utilização desse instrumento tem sido fomentada após a reinstalação da Mesa Nacional de Negociação Permanente do SUS (MNNP-SUS), criada em 1993 por meio da Resolução nº 52 do Conselho Nacional de Saúde - CNS. Em Recife, esse processo vem sendo implementado oficialmente desde 2008, através da Mesa de Negociação Setorial da Secretaria Municipal de Saúde- MNS-SMS, instituída pela Portaria GAB/SS/PCR nº 193 de 29 de dezembro de 2007. Assim, o presente trabalho objetiva apresentar uma análise do processo de implementação da Mesa em Recife no período de 2008 a 2010. Trata-se de uma pesquisa documental exploratória tomando como padrões de análise documentos oficiais que regulam o funcionamento da MNS-SMS (Portarias e Regimento Interno), bem como de documentos normativos Federais que servem de orientação para a instalação de Mesas de Negociações Estaduais e Municipais. Tornaram-se, também, fonte de evidências as atas de reuniões ordinárias e extraordinárias da MNS-SMS e ofícios das entidades participantes do processo. Através dessa análise foi possível identificar que o processo de negociação em Recife encontra-se instituído, porém ainda precisa de uma maior estruturação
Abstract
The discussion of Personnel Management in the public sector in Brazil in recent
decades has involved various topics. Especially after the democratization of the
country, public institutions are being required to develop management mechanisms
based on society involvement. Concerning labor management, the manager must be
prepared to establish a dialogue with the workers whom became more selfgoverning,
renewing the collective organization in the workplace with the power to
mobilize and pressure. In this context, the collective negotiation rises in public
administration environment that, although not so used as a practice, has been
outstanding the last two decades. In the health area, especially after the creation of
the Department of Labor Management and Health Education (SGTES) in 2003, the
implementation of this tool has been encouraged after the reinstallation of the
National Permanent Bureau of negotiation of the SUS (MNNP-SUS) that was created
in 1993 through Resolution nº 52 of the National Health Council - CNS. In Recife this
process has been officially implemented since 2008 through the Bureau of sector
negotiation in the municipal health department (MMS-SMS), established by
Ordinance GAB/SS/PCR nº 193, December 29, 2007. Thus, this study presents an
analysis of the implementation process of the Bureau in Recife in the period 2008 to
2010. This is a documentary research exploratory taking as standard for analysis
official documents that regulate the Operation of the MNS-SMS (Ordinances and
Rules of Procedure), as well as federal regulatory documents that provide guidance
for the installation of Desks for State and Local Negotiations. Became also a source
of evidence the minutes of regular and special meetings of the MNS-SMS and letters
from the institutions participating in the process. Through this analysis it was found
that the negotiation process in Recife is established, but still needs a better structure.
