Com a reorganização do sistema de saúde, sobretudo no primeiro nível de atenção representado pelo modelo substitutivo da Estratégia de Saúde da Família, com inserção das ações de saúde bucal, expandiu significativamente em todo território nacional o acesso a assistência odontológica. O SUS, baseado no seu princípio da equidade, enseja que o acesso da pessoa com deficiência às ações de atenção à saúde bucal,seja priorizado, condição esta que tem propiciado uma grande oportunidade de melhoria em sua qualidade de vida. Tornouse, portanto, relevante a realização de um estudo abordando a estratégia da assistência odontológica direcionada a esses usuários em uma determinada Unidade de Saúde da Família em Olinda. É fato que as equipes têm convivido com o permanente desafio de ampliar o acesso dentro de um universo com excessivo número de famílias cadastradas amalgamadas num processo de empobrecimento e falta de investimentos em infra-estrutura dos aparelhos urbanos... Verificamos uma ampliação do acesso à primeira consulta odontológica programática no Bairro de Jardim Fragoso, município de Olinda, e questionamos neste estudo, se a partir do aumento do percentual de cobertura da população por equipes de Saúde Bucal, as pessoas com deficiência foram contempladas, coerentemente com a lógica da equidade. Da apreciação dos dados do SIAB confrontados com a base de dados secundários, observa-se um incremento de 23% no universo de pessoas com deficiência, caracterizando o desconhecimento real de quem, quantos e onde estão estas pessoas, para efetivo planejamento das ações. Ao exame dos prontuários pode-se observar que 42,7% das pessoas com deficiência receberam a 1ª consulta odontológica programática, sendo 58,5% de atendimento em visita domiciliar e 41,5% de atendimento na própria unidade, apresentando uma cobertura superior ao indicador da população geral que foi apenas de 30%, conforme dados do SIA/SUS. Apesar deste resultado superior em termos percentuais, quando refletimos a cerca das vulnerabilidades naturais desta população e necessidade de atenção, conjugada a realidade de representarem apenas 1% da população do total da população cadastrada, advogamos uma maior prioridade com resultados mais favoráveis
Abstract
With the reorganization of the health system, above all in the first level of attention
represented for the substitute model called Strategy of Family Health, with insertion of the
oral health actions, the odontological assistance significantly expanded the access nationwide.
SUS, based on its equity principle, claims that the access of the person with deficiency
to the actions of oral health attention, has to be prioritized, and such condition has propitiated
a great chance to improve its quality of life. Therefore the accomplishment of a study
approaching the strategy of the directed odontological assistance to these users in one
determined Unit of Health of the Family in Olinda became relevant. It is fact that the teams
have coexisted the permanent challenge of extend the access to a universe with extreme
number of registered families amalgamated in a process of impoverishment and lack of
investments in infrastructure of the urban devices. We verify a magnifying of the access to the
first programmatical odontológica consultation in the Quarter of Jardim Fragoso, Olinda city,
and we inquire in this study, if from the increase of the percentage of covering of the
population for teams of Oral Health, the people with deficiency had been contemplated,
coherently with the logic of the equity. From the appreciation SIAB data collated with the
secondary database, an increment of 23% in the universe of people with deficiency is
observed, characterizing the real unfamiliarity of who, how many and where are these people,
for effective planning of the actions. To the examination of handbooks it can be observed that
42.7% of the people with deficiency had received 1ª programmatical odontological
consultation, 58.5% of these are from attendance in domiciliary visit and 41.5% from
attendance in the proper unit, presenting a superior covering to the pointer of the general
population that was only of 30%, as given from the SIA/SUS. Although this superior result in
percentile terms, when we think about the natural vulnerabilities of this population and
necessity of attention, conjugated to the reality of representing only 1% of the total registered
population, we claim a bigger priority with more favorable results.
