Esta pesquisa avaliou o incentivo financeiro para implantação e manutenção de ações e serviços públicos estratégicos de vigilância em saúde (IEVS) como forma de repasse do Bloco Financeiro de Vigilância em Saúde. É um estudo descritivo e exploratório que envolveu o uso simultâneo de análise documental e entrevistas semiestruturadas com o objetivo de avaliar o potencial indutor do IEVS na implantação e manutenção das ações e serviços de vigilância em saúde nos Estados do Amazonas e Tocantins e suas capitais. Os resultados revelaram que a instituição do IEVS não induziu a implantação de novas ações e serviços nem foi estimuladora da mudança do processo de gestão nas secretarias de saúde dos estados e cidades pesquisados. Em contrapartida, o monitoramento e a avaliação pelas áreas técnicas da Secretaria de Vigilância em Saúde se tornaram muito mais frequentes. Conclui-se que esse modelo de transferência mantém as complexidades técnicas-gerenciais dos modelos anteriores, não contribuiu para o aperfeiçoamento do planejamento nem para a demonstração das ações e serviços de vigilância em saúde nos instrumentos de gestão, a mais do que já havia sido incorporado nas práticas das secretarias de saúde.
Abstract
This research has assessed the financial incentive for implementation and maintenance of strategic actions and public services of health surveillance (IEVS) as a way of transferring the Financial Block of Health Surveillance. It is a descriptive and exploratory study involving the simultaneous use of document analysis and semi-structured interviews so to evaluate IEVS inducing potential in the implementation and maintenance of health surveillance s actions and services as for the States of Amazonas and Tocantins and their capitals. Results showed that the creation of IEVS did not induce new actions and services implementation nor stimulated the changing in the management process within health secretariats of the states and cities surveyed. On the other hand, the monitoring and assessment by the Health Surveillance Secretariat technicians have become much more frequent. The conclusion is that the model of transfer under study absorbed technical and managerial complexities of previous models, and did not contribute to planning improvement or to the demonstration of health surveillance s actions and services in management tools, in addition to those already embedded in the practices of heath secretariats.
