A proposta desta Dissertação consiste na identificação e análise de métodos para o
aprimoramento da apuração, por unidade da federação (UF), da execução orçamentária
do Ministério da Ciência, Tecnologia e Inovação – MCTI, tomando-se por base os
dados de 2010. Não faz parte do escopo desse trabalho a análise per se da redução das
desigualdades regionais do Brasil, mas sim o debate relativo à metodologia de apuração
da execução orçamentária do MCTI, visto que existem projetos, ações e outras
iniciativas que ainda não estão refletidas na atual regionalização da execução
orçamentária do MCTI. Os métodos aqui analisados – presentes na literatura e os aqui
apresentados – se mostraram capazes de corrigir algumas das distorções existentes e que
foram identificadas pelo estudo. A aplicação conjunta dos métodos Transferências a
Estados e ao Distrito Federal e Transferências a Municípios; Despesas de pessoal;
Bolsas e fomento do CNPq; e Fundos Setoriais de Ciência e Tecnologia viabilizaram a
identificação de quase 80% da execução orçamentária do MCTI. A obtenção da
regionalização de 100% desta execução, para o ano de 2010, foi possível após a
aplicação cumulativa de todos os métodos citados, incluindo-se ainda os métodos UF da
Regionalização e UF da UG, alcançando a seguinte distribuição espacial: 5,3% na
região Norte; 10,8% na região Nordeste; 60,5% na região Sudeste; 8,6% na região Sul;
e 14,8% na região Centro-Oeste. Destaca-se nos resultados obtidos que o Rio de Janeiro
participa com 32% e São Paulo com 22,2%, ou seja, estas duas UF recebem mais da
metade do valor dos recursos orçamentários executados pelo MCTI. É possível afirmar
que a pesquisa realizada permitiu demonstrar que a tarefa da regionalização – vista
como importante ferramenta de política pública para o MCTI – pode ser obtida na sua
integralidade a partir do uso conjugado de vários métodos de apuração da execução
orçamentária.
Abstract
The purpose of this dissertation is the proposal and analysis of methods for the
improvement of the assessment, by state, of the budget execution of the Ministry of
Science, Technology and Innovation - MCTI, using data from 2010 as case study. It is
not in the scope of this work the analysis of strategies for reducing regional inequalities
in Brazil. The focus is on the methodology for calculating the budgetary execution of
MCTI, since there are projects, actions and other initiatives that are not yet reflected in
the current regionalization of budget execution of MCTI. The methods reviewed – the
ones in the literature and those here presented – proved able to correct some of the
distortions identified in the study. The joint application of the proposed methods:
Transfers to states and the Federal District and the Municipalities Transfers; Personnel
expenses; Grants from CNPq (National Council for Scientific and Technological
Development), and Sectorial Funds of Science and Technology made possible to assign
almost 80% of the budget execution of MCTI to their respective state. The
regionalization of 100% of the execution, for the year 2010, was possible after the
cumulative application of all the methods previously cited, including methods that use
specific fields from accounting records that explicitly identify states, reaching the
following spatial distribution: 5, 3% to the North, 10.8% to the Northeast, 60.5% to the
Southeast, 8.6% to the South, and 14.8% to the Central-West Region. It is noteworthy
that Rio de Janeiro state participates with 32% and São Paulo with 22.2% of the
budgetary funds of MCTI, i.e., these two states receive more than half of the total. It is
possible to say that this study demonstrated that the task of regionalization - seen as
important public policy tool for MCTI - can be obtained in its entirety from the
combined use of various methods of assessment of budget execution.
